Alderman and Common Coun- cil to contract for the Lamps, and their necef- fary Attendance, A.D. 1744. XX. And to the End that the Payments of the faid Rates and Affeffments, and Re-affeffments, for the Purpofes aforefaid, may the more effectually be enforced ; Be it further enacted by the Authority afore- faid, That every Freeman of London, liable to pay the faid Rates, AfTeffments, and Re-affeffments who {hall have neglected or refufed to pay the faid Rates, AfTeffments, or Re-affeffments, or any Part thereof to the Perfon or Perfons authorized and impowered to collect and receive the fame, after Demand made thereof of any fuch Freeman perfonally ; or if any fuch Freeman cannot be met with to demand the fame perfonally of, then, by the Space of three Days after a Notice in Writing, demanding the fame, fhall be left by the Collector of the Ward wherein fuch Freeman fhall live, or be an Occupier, at the ufual Place of Abode or Occupation of fuch Freeman within fuch Ward ; or fhall defire to be excufed, and ac- cordingly fhall have been excufed from paying fuch Rates, Affeffments, and Re-affeffments, fbal! be under the fame Incapacity of voting at Elections within the faid City of London, as any Perfon or Perfons now is or are, who do not pay their Scot or Lot to the feveral yearly Rates and Affeffments, to which the Citizens of London are at this Time, or fhall hereafter become liable. XXI. And be it enacted by the Authority aforefaid, That the Alderman for the Time being in each refpective Ward in the faid City of London, by and with the Advice and Confent of his Deputy and Com- mon Council Men, or the major Part of them, for the Time being, fhall and may yearly and every Year between the twenty-fourth Day of June and the twenty-fourth Day of December, contract and agree with any Perfon or Perfons, for the Number of Lamps neceffary to be erected and fet up in their refpective Wards within the faid City, either on Ports or Irons, as they fhall think beft to order, and fhall be moft effectual for the Purpofes hereby intended, and for erecting and fetting up the fame respectively ; and for the lighting, trimming, fnuffing, cleanfing, fupplying, maintaining, and repairing fuch Number of Lamps, as the Alderman, Deputy, and Common Council, or the major Part of them, in each refpective Ward fhall from time to time deem requifite for enlightening the City and Liberties thereof, upon the beft Terms they can, fo that no fuch Contract be made for a greater Number of Lamps in any Ward than fhall be directed to be fet up by the Mayor, Aldermen, and Commons in Common Council affembled. XXII. Provided neverthelefs, That fuch Contract be made for the Space of one whole Year, and no longer, at one Time. XXIII. Provided always, That no Alderman, Deputy, or Common Council Man, in any Ward within the faid City, fhall contract for or agree to give any greater or larger Sum of Money for the annual lighting, cleanfing, and fnufEng any Lamp within any Ward, than what fhall be di- rected and appointed to be paid by the Lord Mayor, Aldermen, and Commons of the City of Lon- don, in Common Council affembled ; and that all Contracts made for any greater or larger Sum, fhall be, and the fame are hereby declared to be null and void to all Intents and Purpofes whatfoever, and the Chamberlain is hereby directed not to pay any Draughts, Sum or Sums of Money, in dilcharge of fuch Contract or Contrails. XXIV. Provided always, and it is further enacted by the Authority aforefaid, That no Alderman, Deputy, or Common Council Man, during his Continuance in fuch Office, or any Perfon or Perfons in Truft for him, them, or any of them, fhall be concerned or interefted in any Contract or otherwife, for lighting the faid City, or any Part thereof, or for providing and fixing any of the faid Lamps, Potts, or Irons, or other Materials neceffary thereto. XXV. And be it further enacted by the Authority aforefaid, That the Chamberlain of the faid City of London for the Time being, fhall and may, and he is hereby authorized and required, out of the Monies i^Diftharge of ' collected and paid into the Chamber of the faid City, purfuant to this Act, to pay all Sums of Money Contra£ts. drawn upon him, or ordered to be paid by the Alderman, his Deputy, and Common Council Men, or the major Part of them, of each refpective Ward within the faid City of London, in difcharge of the Con- trails, which fuch Alderman, with the Confent of his Deputy and Common Council, or the major Part of them, fhall or may enter into, for the providing, erecting lighting, trimming, fnuffing, cleanfing fup- plying, maintaining, and repairing the Lamps within each and fingular the Wards of the faid City ; and the faid Chamberlain of the faid City for the Time being, fhall, from time to time, in the firft Place, an- fwer and pay the Draughts made on him by the Aldermen, their Deputies, and Common Council Men, or the major Part of them, of fuch Wards in the faid City, as at the refpective Dates of fuch Draughts fhall have paid into the Chamber of the faid City the Affeffments made on fuch refpective Wards ; ar.d if after the Payment of fuch Draughts any Overplus of fuch Affeffments fo paid into the Chamber fhall remain, the fame fhall from time to time be carried to the Aid of fuch Wards in the faid City, as are not able to raife fufficient to defray the Charges of their own Lamps, in Proportion to the Money each Ward fhall fall fhort and be deficient in the collecting of their refpective Rates and Affeffments, and to the Money fuch Ward doth now owe to any Perfon or Perfons for erecting, fixing, lighting, cleanfing, fnuffing, repairing, and amending the Lamps contracted for in the faid Ward. Chamberlain to XXVI. And be it further enacted by the Authority aforefaid, That the faid Chamberlain for the Time enter ail Receipts being fhall, and he is hereby required to keep regular and clear Entries, in a Book to be for that nts ' Purpofe by him provided, of all and fingular the Receipts and Payments he fhall make, on the Account of lighting the faid City as aforefaid ; to which Book every Citizen of London fhall and may have free Accel's, at all convenient Times, and fhall be permitted to infpect the fame without Fee or Reward : and alfo that the Chamberlain for the Time being fhall have the faid Account audited and paffed in the fame Manner, and by the fame Perfons who are now appointed or lhall be appointed to audite the Accounts of the Chamberlain of the faid City of London* XXVII. And Contrail: for one Year only. Lord Mayor, &c. to fettle the Price for attend- ing the Lamps. No Alderman, &c, to be con- cerned in any Contract for lighting the City Chamberlain to pay all Sums to be inflected by aoy Citizen without Fee.
