An Aft for granting to his Majefty the Sum of eight hundred thoufand Pounds out of the Sinking Fund ; and for granting a Sum remaining in the Exchequer, arifen by the Surplus of the Duties upon Malt, Mum, Cyder, and Perry, for the Service of the Year one thou- fand feven hundred and forty-five; and for the further appropriating the Supplies granted in this Seffion of Parliament ; and for giving further Time for the Payment of Duties omitted to be paid for the Indentures or Contracts of Clerks and Apprentices, and for the further enforcing the Payment of the faid Duties. Mojl Gracious Sovereign, WE your Majefty's moft dutiful and loyal Subjects the Commons of Great Britain in Parliament af- fembled, being defirous not only to raife fuch Supplies as are neceffary to enable your Majefty to carry on the prefent War with Vigour, but alfo to ufe fuch Ways and Means therein, as that your Ma- jefty may have the better and more fpeedy Effect of the faid Supplies, have refolved to give and grant unto your Majefty the Sum of eight hundred thoufand Pounds out of the Surpluses, Exceffes, and Overplus Monies, commonly called the Sinking Fund, towards the Supply granted to your Majefty for ♦the Service of the Year one thoufand feven hundred and forty-five ; and to that End and Purpofe do mod: humbly befeech your Majefty that it may be enabled, And be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the lame, That by or out of fuch Monies as Sum of 800000I, now are, or {hall from time to time be and remain in the Receipt of the Exchequer, of the faid Sur- '° be ifr " ed , out pluffes, Exceffes, or Overplus Monies, commonly called The Sinking Fund, (after paying or referving £^ e Smkm E fufficient to pay all fuch Sum and Sums of Monies as have been directed by any former Act or Acts of Parliament to be paid out of the fame) there fhall and may be iffued, and applied, a Sum not exceeding the faid Sum of eight hundred thoufand Pounds, for and towards the Supply granted to his Majefty for f ? rt y Serv,ce of the Service of the faid Year one thoufand feven hundred and forty-five ; and the Commiffioners of his ' e ear I74 *' Majefty's Treafury, or any three or more of them now being, or the High Treafurer or any three or more of the Commiffioners of the Treafury for the Time being, are hereby authorized and impowered to iffue and apply the fame accordingly. ' the fame is now Jiable upon Importation ;' For the Encouragement therefore of fuch Improvements, Be it enacted by the Authority aforefaid, That from and after the twenty-fourth Day of June one thou- after June 24, tfand feven hundred and forty-five, all the Duties now payable for Soapers Wafte, imported into this I?4 S- Kingdom, fhall ceafe and determine ; and from thenceforth it fhall be lawful to import into this King- dom Soapers Wafte, without paying any Subfidy, Cuftom, Impofttion or other Duty for the fame ; any Law, Statute, Ufage or Provifion to the contrary notwithftanding. III. And it is hereby enacted by the Authority aforefaid, That in cafe the faid Commiffioners of his C!all( " e of Loa?, Majefty's Treafury, or any three or more of them now being, or the High Treafurer, or any three or "3 1 * I0S- pt more of the Commiffioners of the Treafury for the Time being, fhall think it advifeable to raife the ■faid Sum of eight hundred thoufand Pounds, or any Part thereof, by Loans or Exchequer Bills, in Man- ner hereafter mentioned, that it fhall and may be lawful to and for any Perfon or Perfons, Natives or Foreigners, Bodies Politick or Corporate, to advance or lend to his Majefty, at the Receipt of his Majefty's Exchequer, any Sum or Sums of Money not exceeding the faid Sum of eight hundred thoufand Pounds, upon the Credit of the faid Surpluffes, Exceffes, and Overplus Monies, commonly •called The Sinking Fund; and to have and receive for the Forbearance of the Money lent, Intereft after •a Rate not exceeding three Pounds ten Shillings per Centum per Annum, So as fuch Loans be allowed to be made by the faid Commiffioners of the Treafury, or any three or more of them now being, or the High Treafurer, or any three or more of the Commiffioners of the Treafury for the Time being, who are hereby authorized to iffue their Warrants for that Purpofe as faft as fuch Loans fhall be wanted for the publick Service ; and moreover that no Money fo to be lent upon the Security of this Ad fhall be free from Tasss. rated or affeffed to any Tax or Affeflment whatfoever. IV. And be it further enacted, That all and every Perfon and Perfons who fhall lend any Money upon Tallies of Loa.-, the Credit of this Act as aforefaid, and pay the fame into the Receipt of the Exchequer, fhall immediatly to beftruck. have a Tally of Loan ftruck for the fame, and an Order for his, her or their Repayment, bearing the •fame Date with his, her or their Tally, in or upon which Order fhall be alfo contained a Warrant for Payment of Intereft for the Forbearance thereof, not exceeding the faid Rate of three Pounds ten Shillings per Centum per Annum, and to be paid every three Months, until the Repayment of the Principal ; and all fuch Orders for Repayment of Money fo to be lent fhall be regiftred in Courfe according to the Dates reflectively; and that all and every Perfon and Perfons fhall be paid in Courfe, according as their Or- M^ner of Paj^
