Method of trans- f tiring. the CommiiTioners of the Treafury of his Majefty, his Heirs «r SuccelTors, for the Time being, without any further or other Warrant to be fued for, had, or obtained in that Behalf, from time to time, at the refpeftivc half- yearly Feaft Days, or Days of Payment, in this Act before appointed for Payment thereof, be iil'ued and paid at the faid P*eceipt of Exchequer, to the faid nrft or chief Cafhier or Cafhiers of the laid Governor and Company of the Bank of England, and their Succeflbrs for the Time being, by way of Impreft, and upon Account for the Payment of the faid feveral and refpeftive Annuities to be purchafed upon this Act, at fuch Times, and in fuch Mariner and Form, as are by this A6t prefcribed in that Be- Calhiers to pay half; and that all and every fuch Cafhier or Cafhiers, to whom the faid Monies fhall from time to time be the fame and ac- jffijed, fhall from time to time, without Delay, apply and pay the fame accordingly, and render his Ac- count thereof according to the due Courfe of the Exchequer; any thing herein contained to the contrary notwithftanding. LV I. And it is hereby alio enacted, That the faid Accomptant General for the Time being, fhall from Time to Time infpeft and examine all Receipts and Payments of the faid Cafhier or Cafhiers, and the Vouchers relating thereunto, in order to prevent any Fraud, Negligence or Delay; and that all and every Perfon and Perfons whatfoever, who fhall be intitled to any of the faid feveral and refpeftive Annuities, after the Rate of four Pounds per Centum per Annum, and all Perfons lawfully claiming under them, fhall and exempt from be pofleffed thereof as of a Perfonal Eftate, and the fame fhall not be dependable to the Heir, and fhall foreign Attach- not ]^ e liable to any foreign Attachment by the Cuitom of London or otherwife; any Law, Statute or Cu- meni " ftom to the contrary notwithftanding. L-VII. And be it further enafted by the Authority aforefaid, That all the Monies to be advanced or contributed, or to which any Perfon or Perfons fhall become intitled upon this Aft, for or towards the- faid Sum not exceeding three millions, fhall be deemed, reputed and taken to be one Capital or Joint Stock, on which the faid feveral and refpeftive Annuities, after the Rate of four Pounds per Centum per Annum, fhall be attending; and that all and every Perfon and Perfons, and Corporations whatfoever, in Proportion to the Money by him, her or them advanced, or to which they fhall become intitled as afore- faid, upon this Aft, fhall have, and be deemed to have a proportional Intereft and Share in faid Stock, The Stock trans- and in the Annuity attending the fame, at the Rate aforefaid ; and that the whole Capital or Joint Stock, or any Share or Intereft therein, and the proportional Annuity attending the fame, fhall be affignable and transferable as this Aft direfts and not otherwife; and that there fhall conftantly be kept at all feafon- able Times, in the Office of the faid Accomptant General for the Time being, within the City of Lon- don, a Book or Books, wherein all Affignments or Transfers of the faid whole Capital or Joint Stock, or any Part thereof, and the proportional Annuity attending the fame, at the Rate aforefaid, fhall be entered and regiftered ; which Entries fhall be conceived in proper Words for that Purpofe, and fhall be figned by the Parties making fuch. Affignments or Transfers; or if fuch Parties be abfent, by his, her or their Attorney or Attornies thereunto lawfully authorized, by Writing under his, her or their Hands and Seals,. to be attefted by two or more credible WitnefTes; and that the Perfon or Perfons, to whom fuch Transfer fhall be made, do underwrite his, her or their Acceptance thereof; and that no other Method of affign- ing or transferring the faid Stock, and the Annuites attending the fame, or any Part thereof, or any In- tereft therein, lhall be good or available in Law. LVIII. Provided always, That any Perfon or Perfons porTefled of fuch Stock, with the Annuity or Annuities attending the fame, or any Eftate or Intereft therein, may devife the fame by Will, in Wri- ting, attefted by two or more credible WitnefTes; but that fuch Devifee fhall receive no Payment there- upon, till fo much of the faid Will, as relates to the faid Stock or Annuity, be entered in the faid Office; and in Default of fuch Transfer or Devife,, the faid Stock and Annuities attending the fame, fhall go to the Executors or Adminiftrators ; and that no Stamp Duties whatfoever fhall be charged on the faid Transfers, or any of them ; any other Law or Statute to the contrajy notwithftanding. LIX. Provided always, and it is hereby enafted by the Authority aforefaid, That the faid Governor and Company of the Bank of England, and their SuccelTors (notwithftanding the Redemption of all or any their own Funds, in purfuance of the Afts for eftabliihing the fame, or any of them) fhall continue a Corpo- ration, with all the Powers, Privileges and Advantages thereunto belonging, for the Purpofes in this Aft exprelled, till all the Annuities to be purchafed on this Aft fhall be redeemed by Parliament, according to the Provifo herein after contained in that Behalf; and the faid Governor and Company, or any Members thereof, fhall not incur any Difability for or by Reafon of their doing any Matter or Thing in purfuance •of this Aft- LX. Provided always, and be it enafted by the Authority aforefaid, That the Commiffioners of the Treafury, or any three or more of them now being, or the High Treafiirer, or any three or more of the Commiffioners of the Treafury for the Time being, fhall have Power, and they are hereby authorized out of the faid feveral Rates and Duties by this Aft granted and appropriated as aforefaid, to reward the Offi- cers and Clerks of the faid Exchequer, that fhall be any Ways employed in the Execution of this Aft, in relation to the Annuities, to be payable at the faid Receipt, as herein after mentioned, for their Labour, Pains and Service therein refpeftively, and to difcharge all fuch incident Charges, as fhall neceffarily at- tend the Execution of this Aft, in fuch Manner, as to them fhall feem juft and reafonable; and alfo to fettle and appoint fuch Allowances, out of the Contributions to the Lottery aforefaid, as they fhall think juft and reafonable, for the Seryice, Pains and Labour of the Receiver or Receivers of the Contributions to the faid Lottery, for receiving and accounting for the fame; as alfo for the Service, Pains and La- bour of the Cafhier or Cafhiers of the Governor and Company of the Bank of England, for receiving and accounting for the Contributions to the Annuities granted by this Aft ; and alfo fuch further Allowances, out Stock with An- nuities may be deviled ; the Will being entered in the Office.
