C. 16. 13 ' your Majefty, in the eafieft and lcaft burdenfome Way for Your Majtfty's Subjects,' Do mod humbly beleech your Majefty that it may be enabled, and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confentofthe Lords Spiritual and Temporal and Commons, in this prefent Parliament affembled, and by the Authority or" the fame, That it (hall and may be lawful Treafury may to or for the Commiffioners of his Majefty's Treafury, now or for the time being, or any three or J^"* bjJ| s e *J he " more of them, or the Lord High Treafurer for the time being, at any Time or Times before the twenty- 550,000). fifth Day of December which (hall be in the Year of our Lord one thoufand feven hundred and thirty, 4 ^m. 2. c 9, to caufe or direct any Number of Exchequtr Bills to be made out for any Sum or Sums of Money not exceeding in the whole the Sum of live hundred and fifty thoufand Pounds, in the fame or like Manner Form and Order, and according to the fame or like Rules and Directions, as in and by a certain Act of this prefent Seffion of Parliament {for granting an Aid to His Majejiy by a Land Tax to be raifed in Great Britain, for the Service of the Tear one thoufand feven hundred and thirty) are enacted and prelcribed concerning the Exchequer Bills to be made in purfuance of the fame Act. II. And be it further enacted by the Authority aforefaid, That all and every the Powers and Au- fubjeft to the thorities for contracting for the Circulation and Exchange of the Exchequer Bills to be made forth in LandTaxonhis purfuance of the fame Act, at a Rate or Premium not exceeding three Pounds per Centum per Annum, seflion, and all and every other Claufes, Provifoes, Powers, Privileges, Advantages, Penalties, Forfeitures and Difabilities contained in the faid laft mentioned Act, relating to the Exchequer Bills authorized to be made in purfuance of the fame Act (except fuch Claufes as do charge them on the Monies ariiing from the Aids thereby granted) (hall be applied and extended to the Exchequer Bills to be made in purfuance of this Act, as fully and effectually to all Intents and Purpofes, as if the fame Exche- quer Bills had been originally authorized by the faid laft mentioned" A6r, or as if the faid feveral Claufes or Provifoes had been particularly repeated or re-enacted in the Body of this Act. III. And be it enacted, That all fuch Exchequer Bills as (hall be made forth in purfuance of this Act, Chargeable cii_ and the Intereft, Premium, Rate and Charges incident to or attending the fame, (hall be and are hereby [J^s' ^ lds at " charged and chargeable upon, and (hall be repaid or born by or out of the firft Aids or Supplies, which 9 ep ,I73D * (hall be granted in Parliament next after the twenty-ninth Day of September which (hall be in the Year of our Lord one thoufand feven hundred and thirty, and in the mean time and until fuch Sup- sndomheSur- plies (hall be granted fufficient for thofe Purpofes, the fame (hall be and are hereby charged and fj 1 " 5 ,^' 10 ^' chargeable on fuch Surplus Monies, as at any Time or Times from and after the twenty-fifth Day of with t'he^ndia March one thoufand feven hundred and thirty (hall arife into the Exchequer, from the feveral Duties and Company's An.. Revenues now charged with the Annuity or yearly Fund of one hundred and fixty thoufand Pounds, now numes " payable to the United Company of Merchants of England trading to the Eafl Indies, and (hall be more than fufficient to pay and fatisfy the quarterly Payments or Arrears of the faid Annuity or yearly Fund, or which (hall hereafter arife by any Savings in the Monies arifing by the faid Duties and Revenues, by any Reduction that is or (hall be made in the faid Annuity or yearly Fund payable to the faid Company, with their own Confent; and all and every fuch Surplus Monies or Savings which (hall from Time to Time arife into the Exchequer, before the granting fuch Aids or Supplies as aforefaid, and until all the Exche- quer Bills to be made in purfuance of this Act (hall be cancelled and difcharged, (hall be quarterly ap- plied towards the paying and defraying the Premium, Intereft and Charges attending on or incident to the fame Exchequer Bills, and fubject thereto, towards cancelling and difcharging the Principal of the faid Exchequer Bills in courfe, and from and after the Difcharge of the faid Exchequer Bills, and fubject thereto, the faid Surplus Monies or Savings (hall be referved for the future Difpofition of Parliament. ' IV. And whereas by an Act made in the ninth Year of the Reign of His late Majefty King George 9 Geo. x. e. 6;
- the Firft (for reviving and adding two millions to the Capital btock of the South Sea Company) the
' whole increafed Capital Stock of the faid Company, being then computed at thirty-three millions eight
- hundred and two thoufand four hundred eighty-three Pounds fourteen Shillings and a Halfpenny, was-
- divided into two equal Parts, and one Moiety thereof, being therein dated at fixteen millions nine hundred
' and one thoufand two hundred and forty-one Pounds feventeen Shillings and a Farthing, was to be con-
- verted into a Joint Stock, attended with certain Annuities payable out of the Funds of the faid Com-
- pany, in lieu of all the Dividends, Profits and Advantages fuch Moiety was then intitled to, after the
' Rate of Five Pounds per Centum per Annum, until the twenty-fourth Day of June one thoufand feven ? hundred and twenty-feven, and from thenceforth with Annuities at four Pounds per Centum per An-
- nwn, redeemable by Parliament, and the fame were thenceforth to be called The Joint Stock of South-
' Sea Annuities ; and the other Moiety or Half Part of the faid whole Capital Stock, amounting to the ' like Sum of fixteen millions nine hundred and one thoufand two hundred and forty-one Pounds feven- ' teen Shillings and a Farthing, was to remain, continue and be in the faid Company as a Joint Stock ' in their own Right, attended with the Refidue of the Annuities or yearly Funds payable in the Exche- ' quer for their faid whole Capital, until the Redemption thereof by Parliament, and attended with the ' feveral Allowances fettled or to be fettled for Charges of Management, and with all the other Benefits, ' Profits of Trade, Privileges and Advantages then belonging to the faid Company ; and by the fame ' Act it was provided, That after the Feaft of the Nativity of Saint John Baptijf in the Year of our ' Lord one thoufand feven hundred and twenty-feven the fame Stocks might be redeemed by any Pay- ' ments not lefs than five hundred thoufand Pounds at a" Time, and that fuch Payments fliould from ' Time to Time be applied, either towards difcharging the. Principal Sums which (hould belong to the ' faid South-Sea Company in their own Right, or towards difcharging the Principal Sums of the faid ' South-Sea Annuities, or towards difcharging as well the Principal Sums of the faid Company, as of the ' faid South-Sea Annuities, in fuch Proportions, Manner and Form, as (hould be prefcrihed by the re- ' fpective Act or Acts of Parliament for furnifhing fuch Sums : And whereas by reafon or means of a ' fmall
