or any other Aft, made or to be made for the Repair or Prefcrvation of any publick Highway or Road within this Kingdom, in order to avoid the Payment of the faid Duty of twenty Shillings per Hundred, or fliall load or lay upon any fuch Carriage, after the fame fhall ha'c pafled any fuch Weighing Engine, any Goods, Wares or Merchandize, taken or unladen from any Horfc, Cart or other Caniage, belonging to, or hired, or borrowed by the fame Waggoner or Carrier; every Perfon fo ofiVnding (hall, for every fuch Offencr, for- feit and pay to the Commiffioners or Truftees for repairing the Road v,-hcrc any fuch OiTence fliall be com- mitted, the Sum of twenty Pounds, to be paid by, and recovered and levied upon the Goods and Efrefts of the Owner of every fuch Waggon or Carriage, in fuch Alaniicr, as other Forfeitures are by the fard Aft direfted to be recovered and levied ; and the fame Forfeitures fliall be applied to the Repair of the faid Roads. ■ jW. &M.
