Marlhes within the faid Manor of Hawarden, touching the Extent of the Lands, Grounds or Salt Marfhcs lying on the North Side of the faid new Channel made by the faid Undertakers, which were greenfword or graded over at the Time of pafling the faid A£l of the fixth Year of his Majcfty's Reign, and not vefted in the faid Company, and feveral Suits were in or about the Year one thoufand feven hundred and forty- feven commenced, and are ftill depending between the faid Parties in relation thereto : And whereas in order to put an end to all Difputes that have or otherwife might arife betv/een the faid Company and the Sir John Glynne, and the Freeholders and other Perfons intitled to Common within the faid Manor, in relation to the PremifTes, and to any Damages which have been or may be occafioned to all or any Part of the Lands or Marfhes within the faid Manor on the South SiJe of the faid new Channel, by reafon of the faid Works of Navigation, Articles of Agreement have been lately made and entered into, by and between the faid Company of Proprietors of the Undertaking for recovering and preferving the Naviga- tion of the River Z>^^, of the one Part, and the faid Sir Jo'm Glynnt oi Hawardin in the County oi Flint, Baronet, Lord of the Manor o^ Hawarden, and the feveral other Perfons whofe Hands and Seals are there- unto fubfcribed. Freeholders and Occupiers of Land, within the faid Manor, on behalf of themfelves and all other Perfons having a Right of Commoning upon the Wafte Lands, Commons and Salt Marfhes, within the faid Manor, of the other Part, in the Words or to the EfFefl: following ; that is to fay, Articles of Agreement, is'c. And whereas the executing and effefting the faid Agreement would be for the mutual Benefit of the faid Company, and of all Perfons interefted in, or intitled uiito, the faid Lands, Grounds, or Salt Marfhes within the faid Manor, or to the Right of Common therein, and the great Expences which would neceflarily attend the-further Profecution of the Suits that have arifen, and are ftill depend- ing between the Parties, will thereby be prevented ; but fuch Agreement cannot be rendered efFeftual to anfwer the Intention of the Parties, without the Aid and Authority of an ASt of Parliament ;' May it therefore pleafe your moft Excellent Majefly, that it may be enadted, i^c.

  • TXrHEREAS the City oi Edinburgh, the Metropolis of that Part of the United Kingdom called
  • VV Scotland, is by reafon of its Situation, and the Steepnefs of the Afcent, and by the narrow and

' confined Avenues leading to the principal Street thereof, rendered difficult of Accefs, and the Publick ' hath not hithertobeen poflefled of proper Areas, either for eredting Buildings, or opening Streets and ' Places of Refort, as well for the Convenience as Ornament of the faid City : And whereas at prefent ' there is no convenient Repofitory fufficient to contain the publick Archives, Land Rights, and other ' valuable Securities, tranfmitted by the feveral Clerks to the Office under the Care and Keeping of the ' Lord Clerk Regifter: And whereas many of the Offices of the feveral Clerks of the Supreme Courts of

  • Judicatory are fcattered in different Parts of the City, to the great Interruption of Bufinefs; and the

' Writings under their Cuftody areexpofed to the Danger of Fire and other Accidents : And whereas there

  • is no publick Place or Exchange for the Refort of Merchants or Men of Bufinefs, nor any Town Houfe,
  • Hall or Borough Room, for the annual Convention of the Boroughs of Scotland, nor Council Chamber

' for the Magiftrates, fit for the daily Difcharge of publick Bufinefs, nor any Hall for the Clerks of hia ' Majefty's Signet, or convenient Room for the Library belonging to the Faculty of Advocates : And ' whereas it will be advantageous not only to the City of Edinburgh, but to that Part of the United King-
