And whereas no certain Time is appointed for the Proprietor or Proprietors, Importer or Im-- porters, of all or any Kind of foreign Liquors liable to the Duties of Excife on the Importation, thereof, to make due Entry thereof with the Officer of Collcftor appointed for the Excife in the Port or Place where the fame (hall be imported, and to pay the Duties for the fame; and feveral Perfons have refufed or neglected, for a long Time after the Importation of fuch foreign excifeable Liquors, to make due Entry thereof, and have infiited to keep the fame on board, and even in fome Cafes, when the Ships have been put into the Docks to be repaired ; by which Adeans the Payment of, the Duties due for the fame, have been unfairly poftponed and kept back, and the Revenue un- iieceirariiy put to a very confiderable Expence by keeping Tydefmen on board ; and great Opportu-^ nities are allb obtained for imbezilling or running on Shore all or Part of the faid foreign or excife- able Liquors, without Payment of any Duties for the fame, notwithftanding the utmoil Care and Vigilance of the Officer to prevent the fame: For Remedy v/hereof, be it enadted by the Authority Foreign Liquersliable to aforefaid.
