WHEREAS by an A 61 made in the fecond Year of the Reign of their late Majefties King WiL- 2 w. &- i,K. LIAM and Qiieen Mary, intituled, Jn J^f for the difcouraging the Importation of Thrown Silk ; Saff. i. lap. 9. amongft other Things in the faid A6t contained, the bringing in of Thrown Silk of the Growth or Pro- dudion oi Italy is prohibited, unlefs imported in fuch Ships or VefTels, and navigated in fuch Manner, as in and by an A£l made in the twelfth Year of the Reign of King Charles the Second, intituled, and la Car. z. Jn A61 for the encouraging and encreafing of Shipping and Navigation^ is directed and allowed, and brought cap. 18. from fome of the Ports of thofe Countries or Places, whereof the fame is the Growth or Production, and which fhall come diredly by Sea, and not otherwife : And whereas there is at prefent very great and immediate Want of organzined Thrown Silk from Italy^ for the Ufe and Purpofe of Warp in the Silk Manufadlure, without which the Manufacture cannot be carried on, and many thoufands of Manufac- turers muft be unemployed j' Be it therefore enacted by the King's moft Excellent Majefty, by and with Liberty given to the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament '"P^ '"■^^"^ affembled, and by the Authority of the fame. II. Provided always. ' any Sort of Throv/n Silk not organzined ;' Be it further enadted and declared jThat all fuch organzined ^1^^°^^"^^^ Thrown Silk, as is allowed to be imported by this Adt, wherefoever landed, fhall be brought to his ]^„ded°trbe Majefly's Cuftom-houfe at London ; to the Intent that no other Sort of Thrown Silk may be imported, brought up to the than that allowed by this Adt, under the Penalty of forfeiting all fuch Thrown Silk as fhall be imported Cuftomhoufe at contrary to the Purport, true Intent and Meaning of this Adt ; one Moiety whereof fhall be to the Ufe London, under of his Majefty, his Heirs and SuccefTors, and the other Moiety to fuch Perfon or Perfons who fhall P^^^'ty of For- feize, inform or fue for the fame ; to be recovered by Bill, Plaint or Information, in any of his Ma- *' "'^*' jefty's Courts of Record ; wherein no EfToin, Protedtion or Wager of Law fhall be allowed j any thing to the contrary hereof in any wife notwithftanding. - And whereas fuch Duties have been found in feveral Inftances to be equal to the Value of the Goods
- which have been taken as Prize from the French, and thereby the Captors have fo far loft the Benefit of
- their Prizes ; which Difcouragement hath often induced Captors to carry their Prizes directly to foreign
