XII. Provided alfo, and be it enacted by the Authority aforefaid. That this Aft, or any Thing herein Power of the contained, fhall not in any wife extend to debar or hinder the Mayor and Burgefles of the Borough of ^ '"'P°j?'^'°" °^ Saint Albans in the County of Hertford^ or their Succeflbrs, from enjoying, ufing and exercifing, all '^^ Licences, fuch Liberties, Powers and Authorities to them heretofore granted by feveral Letters Patents, under the referred to them. Great Seal of England^ by Queen Elizabeth and King James the Firft, for the ere6ling, appointing and licenfing of three feveral Wine Taverns, within the Borough aforefaid, for and towards the Main- tenance of the Free School there ; but that the fame Liberties, Powers and Authorities, Ihall be and are hereby eftablilhed and confirmed, and fhall remain and continue in and to the faid Mayor and Burgefl^es, and their Succefibrs, to and for the Charitable Ufe aforefaid, and according to the Tenor of the Letters Patents aforefaid, as though this Ad had never been made j any Thing in this Ad contained to the con- trary in any wife notwithftanding. XIII. Provided always, and be it enaded by the Authority aforefaid. - XV. And whereas the Duties on Licences for retailing Wine, granted by this Ad, are fubjeded to
' the Payment of the yearly Sum of kv&n. thoufand and tv/o Pounds fourteen Shillings and three Pence,
- as an Equivalent for a Revenue vefted in his Majefty, his Heirs and Succefl'ors, by virtue of an Ad of
- the Parliament oi England, made before the Union of the two Kingdoms oi England and Scotland: And
- whereas his Majefty is by this Ad impowered to grant, during Pleafure, out of the Produce of the
' Duties for retailing Wine hereby granted, to the Agents and Officers employed in theColledion of the ' Revenue hereby repealed, certain yearly Allowances, which may amount to the Sum of three thou- ' fand three hundred and ten Po;:nds ; And whereas that Part of Great Britain called Scotland was not ' fubjcd to the Payment of any Part of the Revenue arifing from Wine Licences (o vefted in his Ma-
