C. r 75 or remain due upon the faid Loans or Exchequer Bills, or any of them, fhall be fully cleared and paid off, or Money fufficient fhall be referved for that Purpofe ; and if at any Time or Times before or after any of the faid Rates and Duties hereby granted fhall be brought into the Exchequer as aforefaid, there {hall happen to be a Want of Money for paying lntereft, which fhall be actually incurred and grown due upon the faid Loans or Exchequer Bills, or any of them, or for Payment of any Premium or Rate, which fhall be in- curred and grown due by any Contract or Contrafts to be made by virtue of this Aft, for circulating and exchanging the fame Bills ; that then, and in every fuch Cafe, the Money fo wanted fhall and may be fup- plied out of the Monies of the faid Fund, commonly called The Sinking Fund (except before excepted) and be ilTued accordingly. And whereas by reafon of the Multiplicity of Payments, which are to be made in paying off Commiffioners ta- ' fuch Exchequer Bills as (hall be made forth by virtue of this Aft, and otherwife in relation to the fame, -TPointPerrons ' it will be difficult, if not impoffible, that every particular Payment fhould be directed, recorded, paid and ^fsiums which ' accounted for by the feveral Officers of the Receipt of the Exchequer, in the ordinary Courfe of Pay- ihall from Time 4 ments there ufed ;' Therefore, and to the end the Exchequer may regularly be difcharged of all the Mo- to Time be in nies required by this Aft to be applied for paying off the faid Exchequer Bills, and other Charges attending com & of pa y~ tlie fame, Be it enafted by the Authority aforefaid. That the Commiffioners of theTreafury, or any three raent V ^^ K ' or more of them now being, and the High Treafurer, or any three or more of the Commiffioners of the CKqu Treafury for the Time being, fhall and may, from Time to Time, by Writing under his or their Hand or Hands, conftitute and appoint fuchPerfon and Perfons as he or they fhall think fit, to be the Paymafter to pay- off and difcharge the Principal Sums which fhall, from Time to Time, be in courfe of Payment upon the faid Exchequer Bills, or any of them, and to pay the lnterefl quarterly to become due thereupon, until they fhall be paid off and difcharged; and to pay the Premium or Premiums, Rate or Rates, which, ac- cording to any Contraft or Contrafts to be made, as is herein after mentioned, for exchanging and cir- culating the faid Bills, or any of them, fhall be due or payable to fuch Contractors ; and to take in and. put upon a File, from Time to Time, all fuch of the faid Bills as fhall be paid off to be cancelled, as the Commiffioners of the Treafury, or the High Treafurer, or Commiffioners of the Treafury for the Time being, fhall direft ; and to do and perform, or caufe and procure to be done and performed, fuch other Matters and Things in relation to the faid Bills, or the Principal and lnterefl: therein to be contained, as to the faid Commiffioners of the Treafury, or any three or more of them now being, or to the High Trea- furer, or any three or more of the Commiffioners of the Treafury for the Time being, fhall feem meet, and be directed to be done and performed by fuch Paymafter for the Time being ; all which Payments fhall be paid by fuch Paymafter, from Time to Time, at an Office to be kept in or near the Receipt of the Ex- chequer at Weftminfter for that Purpofe ; and that the Commiffioners of the Treafury, or any three or more of them now being, and the High Treafurer, or any three or more of the Commiffioners of the Treafury for the Time being, fhall take or caufe to be taken Security, according to the beft of his or their Judg- ments, from all and every fuch Perfon and Perfons fo conftituted, or to be conftituted, for his or their due paying, anfwering and accounting for all the faid Monies which he or they fhall receive, and for his and their true and faithful Performance of his or their Office or Offices, Truft or Trufts, before- mentioned. XLVIII. And be it further enafted by the Authority aforefaid, That the faid Commiffioners of the Money, as Treafury, or any three or more of them now being, and the High Treafurer, or any three or more of the i"' " 6 ! 1 .' ',"',£ Commiffioners of the Treafury for the Time being, once in every Week, or oftener, as any of the Money paymafters, by this Aft appointed or intended to be applied for or towards paying off the faid Exchequer Bills, or dif- charging any other the Payments relating thereunto, according to the Purport and true Meaning of this Aft, fhall be, or be brought into the Exchequer, or be or remain there, fhall, without any further or other Warrant to be fued for, had or obtained from his Majefty, his Heirs and Succeffors, in that Behalf, iffue, or caufe to be iffued, the fame to fuch Paymafter or Paymafters already conftituted or to be conftituted as aforefaid, by way of Impreft and upon Account, for or towards the paying off and difcharging the faid Ex- chequer Bills in fuch Courfe as aforefaid, and fuch other Payments relating to the faid Exchequer Bills as are to be made by fuch Paymafter or Paymafters as aforefaid ; and that he or they fhall, from Time to Time, apply all the Monies by him or them fo to be received, as he or they fhall receive the fame, from Time to Time, towards difcharging the faid Bills in courfe, and other Payments hereby direfted and allowed, ac- cording to the Purport and true Meaning of this prefent Aft, and not otherwife. XLiX. And be it further enafted by the Authority aforefaid, That all the faid Bills to be made forth by BilIs t0 bc r «ei- virtue of this Aft, fhall be regiftered in Courfe, according to their Numbers, as aforefaid; and that the ftcred m couri " a » faid Regifters fhall lie open in the publick Office of the faid Paymafter for the Time being ; and a Table, to fhew how far the faid Bills fhall be in courfe of Payment, from Time to Time, fhall be publickly affixed in the faid Office ; and that fuch Regifter and Table, or either of them, fhall or may be viewed or infpefted, at any feafonable Time or Times, by any Perfon or Perfons defiring to view or infpeft the fame, without Fee or Charge; and that the faid Bills fhall be paid off and difcharged in courfe, according as their Num- bers fhall ftand in the faid Regifter ; and the Monies by this Aft appointed for Payment of the fame, fhall in the fame Order bs liable thereunto, without giving any undue Preference, in paying any Bill or Bills of any fubfequent Number or Numbers, before any Bill or Bills of any antecedent Number or Numbers, and fhall not be diverted or divertible to any Ufe, Intent or Purpofe whatefover, other than the Ufes and Pur- pofes by this Aft appointed for Application of the fame : Neverthelefs, in cafe it fhall happen that feveral Bills in courfe of Payment fhall on the fame Day be brought, and demanded to be paid off, it fhall not be interpreted an undue Preference which of them the Paymafter or Paymafters do pay firft, fo as he or they do pay them all the fame Day ; and it fhall not be interpreted an undue Preference to incur any Penalty in L 2 point
