contracts, or agreements made with subjects, agents, or representatives of Enemy Powers since the Revolution and affecting territory or interests formerly Russian, and co-operation of the Associated Powers in securing conditions under which the various nationalities of the former Empire of Russia shall determine their own form of Government.
