which he was able to command. Lord Northcliffe agreed, and accordingly produced the article which follows and which was a full statement of the agreed policy. He arranged for its simultaneous publication in the London Press and, at his own expense, had it cabled to the remotest parts of the world. As stated in the House of Commons by the Financial Secretary to the Treasury, the document was unofficial. Its purpose was to form the basis of a policy of publicity and the fact that it was proposed to elaborate it for publication was announced beforehand, and approved by the Policy Committee.
