More than one-third of the total revenue of the empire is derived from indirect taxation, and nearly one-third of the total expenditure is for the maintenance of the army. It is very difficult to arrive at a clear view of the details of revenue and expenditure from the published accounts, inasmuch as the financial estimates of Russia are framed on the model of the Imperial French budgets, the revenue as •well as the expenditure being divided into ' ordinary ' and ' extra- ordinary,' and loans treated as ' extraordinary revenue.' The fol- lowing statement drives the official budget estimates of revenue and expenditure for the year 1869, after the report of the Minister of Finance presented to the Emperor : —
