XIV. ACT impofing a Cuftom upon Corn imported from Ireland into this Kingdom. THe Eftates of Parliament confidering , what great fums of money are caryed out of the Kingdom, byperfons, importers of Corn hither from Ireland, who having fold their Corns , export the money without bartering any of the Commodities of this Kingdom ; whereby the whole Nation, particularly thofe near adjacent parts of the Kingdom, are much impoverished of money : And that it is juft andrea- jfonable that the faids Corns Should bear Cuftom, toward the increafe of His Majefties Revenue, propor- tionally with other imported Commodities , efpecially when the Corns of this Kingdom are fold at eafie rates. Therefore, the King's Majefty, with advice and confent of His Eftates ol Parliament, Doth hereby impofe three pounds Scots of Cuftom upon ilk boll, Linlithgow meafure , of Cornimoorted in- to this Kingdom from Ireland , after the firft day of September next; and appoints thirty Shillings Scots to be raffed uxm ilk boll already imported, and not yet retailed, conform to an Act of the Committee of Eftates made there-anent, in anno, one thoufand, fix hundred, and fixry. But leaft the more indi- gent fort of people might be prejudged, by hightning the prices of the faids Corns in time of dearth under [pretence of the faid Cuftom; Therefore, the King's Majefty, with advice and confent forefaid, doth [hereby give power to the Lords oi His Privy council to remit and difcharge the exacting of the faid Cuftom , I when they Shall find the prices of the Victual of this Kingdom, Meal and Barley refpeftive , to exceed [eight pounds the Boll; And appoints the Lords of His Exchequer to caufe put this Act to full execution, I and caufe the forefaid Cuftom be exactly levied , with power to them to allow fuch fies to the Colectors there- [ of as they fhail think fit. X V. «  t^A CT for in-bringing of His Majesties Rents. Orafmuch , as His Majefty and Eftates of Parliament , taking to their confideration , the great con- tempt and neglect of the feveral Fewers and others lyable in payment of His Majefties Rents, uhere- throucrh (notwithstanding of the diligence and endeavours of His Majefties Thefaurer-princioal , Thefaurer^ depute, and others His Majefties Officers appointed for the management of His Majefties Reveneue) the fame are not payed , or otherwife fo unfeafonably payed , that it proves a great hinderance and pre- judice to His Majefties affairs. And finding feveral Acts of Parliament made for the timeous and Sea- fonable payment of His Majefties Rents, as well conftkuting the time and fitting of the Exchequer, to the effect that the perfons lyable in payment , might know both the time , place and perfons , where , when and to whom they fhould compt and make payment of the faids Duties, as alfo fuch cenfures and pe- nalties as might induce them to due obedience thereto: particularly, the fixty third Act , Tar. eleventh, holden by His Majefties Grand-father of blefled memory, in anno, one thoufand, five hundred and eighty feven, Ordaining the Exchequer to fit down the firft day of July yearly, and to continue to the taft day of au^nft thereafter ; requiring not only the Thefaurer , Comptroller, Collector, their Deputes and other Officers , to be prefent and give their attendance during the faid time ; but alfo all perfons yable in payment , who ought to make compt in Exchequer , to be charged by precepts to compear thereat, under the pain of fourty pounds, to be up. lifted by the Thqfaurer ; Ordaining. Letters of Hor- ning to be directed againft them for payment thereof, and that the faids perfons do attend for making Df the faids accompts to theclofe thereof; and in cafe of difobcdience to the faid Precept, that they be charged of ! newiat the Mercat-crofs ol Edinburgh, and in cafe of their difobedience to the faid Charge/ to be denounced Rebels at the faid Crofs ; which denounciation is declared to be as fufficienr , as if the ame were at the head Burgh of the Shire where the perfon liveth , and that the Horning be rcgiftrat n the Thefaurers books or Sheriff books of Edinburgh. ■' And ficklike, by the fixty fifth Act of the faid Parliament, all Chamberlains and other Receivers of His Majefties Rents, as well heretable as moveable, are ordained to find caution to the Thefaurer in Edinburgh, for making compt at the ordinar time of Exchequer, and payment within twenty dayes after the terrne. And alfo, by the eighty Act of the faid Parliament, it is Ordained, that Letters be directed, charging the Sheriffs, under the pain of rebellion, with certification, Sec. to find caution , Burgefles Indwellers in Edinburgh , that they ihall J yearly make their accompts in Exchequer , and pay all things refting owing to the Kings Majefty.by vercue of • :heir office.
