Title 3--The President of the United States constituted by the actions of persons engaged in, or assisting, sponsoring, or supporting (i) extremist violence in the Republic of Macedonia and elsewhere in the Western Balkans region, or (ii) acts ob- structing implementation of the Dayton Accords in Bosnia or United Na- tions Security Council Resolution 1244 of June 10, \177999, in Kosovo. I sub- sequently amended that order in Executive Order \1773304 of May 28, 2003. Because the actions of persons threatening the peace and international sta- bilization efforts in the Western Balkans continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States, the national emergency declared on June 26, 200% and the measures adopted on that date and thereafter to deal with that emergency, must continue in effect beyond June 26, 2007. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. \177622(d)), I am continuing for 1 year the national emergency with respect to the West- ern Balkans. Memorandum of June 26, 2007 Assignment of Functions Under Section 1035 of the John Warner National Defense Authorization Act for Fiscal Year 2007 Memorandum for the Secretary of State [and] the Secretary of Defense By the authority vested in me as President by the Constitution and laws of the United States, including section 30\177 of title 3, United States Code, I hereby assign to the Secretary of Defense the functions of the President under section \177035 of the John Warner National Defense Authorization Act for Fiscal Year 2007 (Public Law \17709-364). The Secretary of State, and the heads of other executive departments and agencies identified in the report required under section \177035, should concur with the report.
