  To whom consigned per permit.
  Number of bushels in words at length.
  Quality whether salt or coal.
  Average weight of salt per bushel.

And the said returns shall be made by the weighers, gaugers and measurers, in books to be prepared by them for that purpose, and kept in the custom houses.
