And be it further enacted, That any moneys appropriated by ggggprffggzngi the act of thirty-first May, eighteen hundred and fifty-four, to supply pension., deficiencies for the iiscal year ending the thirtieth of June, eighteen hun- 1864»¤h·60· dred and Efty-four, applicable to the payment of pensions of invalids who were wounded on board of private armed vessels during the last war with Great Britain, not required under the provisions thereof, may be applied to the same purpose for the year ending the thirtieth of June, eighteen hundred and fifty-five. Sec. 3. And be it further enacted, That the widows of the officers, .Wid°W3°Y¤%· non-commissioned ohicers, marines or mariners who served in the navy gggixhc :}:,1; of the United States during the revolutionary war, and who were marluciounry wm-. ried since the first day of January, eighteen hundred, shall be entitled to pensions in the same manner and to the same extent as the widows of the 6Hcers and soldiers of the army of the Revolution, under the second 1868, ch. 41. section of the act of February third, eighteen hundred and fifty-three. Be il enacted by the Senate and House of Representatives of the United States of Amcr·ica in Congress assembled, That as soon as practicable after the passage of this act, the President of the United States shall Board po report cause a. board of naval officers to be assembled, to consist of ive captains,

tions as the Secretary of the Navy may prescribe, shall make a. careful
examination into the eiiiciency of the officers of the grades hereinafter mentioned, and shall report to the Secretary of the Navy the names and rank of all officers of the said grades who, in the judgment of said board, shall be incapable of performing promptly and eiiiciently all their duty mm mom. both ashore and adoat, and whenever said board shall believe that said P¤f¤¤*gf¤¤¤ their incompetency has arisen from any cause implying sufficient blame on the gtvlghnnlxgofgtgg part of the officer to justify it, they shall recommend that his name be rom. stricken altogether from the rolls.
