SEC. 2. CERCLA AND ADMINISTRATOR.

As used in this Act— (1) CERCLA.—The term "CERCLA" means the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C 9601 et seq.). (2) ADMINISTRATOR.—The term "Administrator" means the Administrator of the Environmental Protection Agency. 42 USC 9662.

SEC. 3. LIMITATION ON CONTRACT AND BORROWING AUTHORITY.

Any authority provided by this Act, including any amendment made by this Act, to enter into contracts to obligate the United States or to incur indebtedness for the repayment of which the United States is liable shall be effective only to such extent or in such amounts as are provided in appropriation Acts. 42 USC 9601

SEC. 4. EFFECTIVE DATE.

Except as otherwise specified in section 12105) of this Act or in any other provision of titles I, II, III, and IV of this Act, the amendments made by titles I through IV of this Act shall take effect on the enactment of this Act.
