Public Law 99-460 99th Congress Joint Resolution Designating November 1986 as "National Diabetes Month".
Whereas diabetes with its complications kills more than any other disease except cancer and cardiovascular diseases; Whereas diabetes afflicts eleven million Americans and five million of these Americans are not aware of their illness; Whereas more than $14,000,000,000 annually is used for health care costs, disability payments, and premature mortality costs due to diabetes; Whereas up to 85 per centum of all cases of noninsulin dependent diabetes may be preventable through greater public understanding, awareness, and education; Whereas diabetes is particularly prevalent among black Americans, Hispanic Americans, Native Americans, and women; and Whereas diabetes is a leading cause of blindness, kidney disease, heart diseeise, stroke, birth defects, and lower life expectancy, which complications may be reduced through greater patient and public understanding, awareness, and education: Now, therefore, belt Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the month of November 1986 is designated as "National Diabetes Month" and the President is authorized and requested to issue a proclamation calling upon the people of the United States to observe that month with appropriate programs, ceremonies, and activities.
