"(2) Except as provided in paragraph (1) of this subsection, a certificate stating a vessel's tonnages may state only one set of gross and net tonnages.

"Subchapter III—SimpliHed System "§ 14521. Application "This subchapter applies to a vessel described in section 14501 of this title that is not measured under subchapter II of this chapter. "§ 14522. M e a s u r e m e n t "(a) In this section, " l e n g t h " means the horizontal distance of the hull between the foremost part of the stem and the aftermost part of the stern, excluding fittings and a t t a c h m e n t s. "(b)(1) The Secretary shall assign gross and net tonnages to a vessel based on its length, b read t h, depth, other dimensions, and appropriate coefficients. "(2) The Secretary shall prescribe the way dimensions (except length) a r e m e a s u r e d and which coefficients a r e appropriate. "(c) The resulting gross tonnages, t a k e n as a group, reasonably shall reflect the relative i n t e r n a l volumes of the vessels measured under this subchapter. The resulting n e t tonnages shall be in approximately the s a m e ratios to corresponding gross tonnages as a r e the n e t and gross tonnages of comparable vessels m e a s u r e d under subchapter II of this chapter. "(d) Under regulations prescribed by the Secretary, the Secretary may determine the gross and n e t tonnages of a vessel representative of a designated class, model, or type, and the n assign those gross and n e t tonnages to other vessels of the s a m e class, model, or type.

General violation "The owner, c h a r t e r e r, m a n a g i n g operator, agent, master, and individual in charge of a vessel violating this part or a regulation prescribed under this part a r e each liable to the United States Government for a civil penalty of not more than $20,000. Each day of a continuing violation is a s e p a r a t e violation. The vessel also is liable in r e m for the penalty.

SEC. 5102. CONFORMING AND MISCELLANEOUS AMENDMENTS.

^ (a) Title 14, United States Code, is amended as follows: (1) In the analysis of chapter 17, add the following after item I 663: "664. User fees.".
