and equipment; acquisition of buildings and sites by purchase, condemnation, or as otherwise authorized by law; conversion and extension of federally owned buildings; preliminary planning and design of projects by contract or otherwise; construction of new buildings (including equipment for such buildings); and payment of principal, interest, taxes, and any other obligations for public buildings acquired by purchase contract, in the giggregate amount of $2,385,856,000 of which (1) not to exceed $125,548,000 shall remain availalale until expended for construction of additional projects as authorized by law at locations and at maximum construction improvement costs (including funds for sites and expenses) as follows: New Construction: Jasper, Federal Building, $3,376,000 B .'viy« New Jersey: Paterson, Federal Building (site and design), $1,500,000 New Mexico: Columbus, Border Station, $2,680,000 Pennsylvania: Wilkes-Barre, Federal Building (Social Security Administration), $20,672,000 South Carolina: ^{ Columbia, Federal Building, Courthouse, Claim, $1,057,000 Construction Projects, less than $500,000, $1,000,000: Purchgise: New York: Wellesley Island, Border Station, $1,925,000 Other Selected Purchases, including options to purchase, $93,338,000: Provided, That each of the immediately foregoing limits of costs on new construction projects may be exceeded to the extent that savings are effected in other such projects, but by not to exceed 10 per centum: Provided further. That all funds for direct construction projects shall expire on September 30, 1988, and remain in the Federal Buildings Fund except funds for projects as to which funds for design or other funds have been obligated in whole or in part prior to such date: Provided further. That claims against the Government of less than $50,000 arising from direct construction projects, acquisitions of buildings and purchase contract projects pursuant to Public Law 92-313, be liquidated with prior notification to the (Committees on Appropriations of the House and Senate to the extent savings are effected in other such projects; (2) not to exceed $270,222,000, which shall remain available until expended, for repairs and alterations: Provided further. That funds in the Federal Buildings Fund for Repairs and Alterations shall, for prospectus projects, be limited to the amount by project as follows, except each project may be increased by an amount not to exceed 10 per centum unless advance approval is obtained from the (Dommittees on Appropriations of the House and Senate for a greater amount: Repairs and Alterations: Arizona: Phoenix, Federal Building, $762,000 California: San Diego, Old Federal Building, $1,576,000 •^ San Diego, Federal Building, Courthouse, $1,178,000 ..
