(c) APPLICABILITY OF SECTION,—This section shall apply only with respect to a fiscal year during which there is no statutory limit (commonly known as an "end strength") on the number of civilian employees that may be employed by the Department of Defense as of the last day of that fiscal year. SEC. 1301. TRANSFER AUTHORITY

(^^ AUTHORITY TO TRANSFER AUTHORIZATIONS.—(1) Upon determination by the Secretary of Defense that such action is necessary in the national interest, the Secretary may transfer amounts of authorizations made available to the Department of Defense in this division between any such authorizations (or any subdivisions thereof). Amounts of authorizations so transferred shall be merged with and be available for the same purposes as the authorization to which transferred. (2) The total amount of authorizations that the Secretary of Defense may transfer under the authority of this section may not exceed $2,000,000,000. (b) LIMITATIONS.—The authority provided by this section to transfer authorizations— (1) may only be used to provide authority for items that have a higher priority than the items from which authority is transferred; and (2) may not be used to provide authority for an item that has been denied authorization by Congress. (c) EFFECT ON OBLIGATION LIMITATIONS.—A transfer made under the authority of this section— (1) increases by the amount of the transfer the obligation limitation provided in this division on the account (or other amount) to which the transfer is made; and (2) decreases by the amount of the transfer the obligation ^ limitation provided in this division on the account (or other amount) from which the transfer is made. (d) NOTICE TO CONGRESS.—The Secretary of Defense shall c;. promptly notify Congress of transfers made under the authority of this section. SEC. 1302. AUTHORIZATION OF APPROPRIATIONS FOR CIVILIAN PAY AND CONTINGENCIES

There are authorized to be appropriated to the Department of Defense for fiscal year 1987, in addition to other amounts authorized to be appropriated in this Act, such sums as may be necessary— (1) for unbudgeted increases in fuel costs; ' (2) for unbudgeted increases as a result of inflation in the cost of activities authorized in this Act; and (3) for unbudgeted amounts for salary, pay, retirement, and other employee benefits authorized by law for civilian employees of the Department of Defense whose compensation is -'-- provided for by funds authorized to be appropriated in this Act.
