SEC. 4. INCREASE IN MAXIMUM DONATIONS ALLOWABLE.

Gifts and DroDGrty

Section 7(a) is amended to read as follows: 98 Stat. 1260. "(a) The Commission may accept donations of money, property, or personal services, except that— "(1) the aggregate amount of any donations which may be accepted from an individual in any year may not exceed $250,000; and "(2) the aggregate amount of any donations which may be accepted from a foreign government, corporation, partnership, rj,..; et/ or other person (other than an individual) in any year may not ^ ' exceed $1,000,000.". SEC. 5. APPOINTMENT OF STAFF. Section 8(b)(1) is amended to read as follows: 98 Stat. 1261. "(1) appoint and fix the compensation of such additional personnel as it deems advisable, without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and without regard to chapter 51 and 5 USC 5101 et subchapter III of chapter 53 of such title relating to clsissifica- 1^?;^^ cooi ^ tion and General Schedule pay rates, except that— 5 ^^QQ 5332] 9f2

"(A) not to exceed 20 staff m e m b e r s appointed under t h i s

paragraph may be paid out of amounts available under oi fc section 11, and any individual appointed to a position funded in such manner may not be paid at a rate in excess of the rate for grade GS-18 of the General Schedule; and "(B) any other staff member appointed under this paragraph may be paid out of amounts available under section 7(a), and any individual appointed to a position funded in '1 such manner— "(i) shall be so designated at the time of such individual's appointment; and "(ii) shall not be considered an employee of the 'imq •-0 United States other than for purposes of— "(I) chapter 81 of title 5, United States Code, relating to compensation for work injuries; "(II) chapter 11 of title 18, United States Code, ^•' relating to bribery, graft, and conflicts of interest; and "(III) chapter 171 of title 28, United States Code, relating to tort claims.". SEC. 6. ADVISORY COMMITTEE MEMBERS. Section 9(b) is amended—

(1) by inserting "(1)" after "(b)"; (2) by inserting ", except as provided in paragraph (2)," after "compensation, and"; and (3) by adding at the end the following: "(2)(A) Persons appointed to advisory committees under section 8(b)(2) may, while away from their homes or regular places of business in the performance of services for the Commission, be allowed travel expenses, including per diem in lieu of subsistence, as authorized by section 5703 of title 5, United States Code, for persons employed intermittently in Government service. "(B) Any amount payable under subparagraph (A) shall be paid out of amounts available under section 7(a).".
