TITLE IV—ADMINISTRATIVE PROVISIONS 42 USC 5101
SEC. 401. REGULATIONS.
(a) For any rule or regulation needed to implement this Act, the Secretary of Health and Human Services shall— (1) publish proposed regulations for purposes of implementing the amendments made by this Act before the expiration of the 90-day period beginning on the date of the enactment of this Act; (2) allow not less than 45 days for public comment on such proposed regulations; and (3) publish final regulations for purposes of implementing the amendments made by this Act before the end of the 195-day period beginning on the date of the enactment of this Act.
