Public Law 100-308 100th Congress Joint Resolution To designate the period commencing on May 1, 1988, and ending on May 7, 1988, as "National Older Americans Abuse Prevention Week".
Whereas each year an estimated 550,000 to 2.5 million elders are the victims of physical and emotional abuse, neglect, and denial of fundamental civil rights; Whereas these elders represent every racial, religious and socioeconomic class; Whereas the suffering of these elders poses a threat to our families and to our society as a whole; Whereas in most instances this neglect and abuse stems from the lack of information on intervention and prevention; Whereas the health and well-being of our elders is, and must be, one of our Nation's highest priorities; Whereas May, 1988, has traditionally been designated as "Older Americans Month", and provides the ideal opportunity for the people of the United States to become educated and aware of the welfare of the elderly; and Whereas it is appropriate to focus the attention of the Nation upon the problem of elderly abuse: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the period commencing on May 1, 1988, and ending on May 7, 1988, is designated as "National Older Americans Abuse Prevention Week", and the President is authorized and requested to issue a proclamation calling upon all Government agencies and the people of the United States to observe such period with appropriate programs, ceremonies, and activities.
