For necessary expenses to carry out section 405 of the General Education Provisions Act, as amended, $47,651,000: Provided, That $5,200,000 of the sums appropriated shall be used to continue a rural education program by the nine regional laboratories. For necessary expenses to carry out section 406 of the General Education Provisions Act, as amended by Public Law 100-297, $22,000,000, and an additional $9,500,000 shall be for the National Assessment of Educational Progress. For carrying out, to the extent not otherwise provided, titles I, II, III, IV, and VI of the Library Services and Construction Act (20 U.S.C. ch. 16), and title II, parts B, C, and D of the Higher Education Act, notwithstanding the provisions of section 221, $138,866,000: Provided, That $22,595,000 of the sums appropriated shall be used to carry out the provisions of title II of the Library Services and Construction Act and shall remain available until expended: Provided further, That the State of Illinois is relieved of all liability to repay the United States the sum of $14,547,769 representing payments made to Illinois under the Library Services and Construction Act for fiscal years 1977 through 1986 which were disallowed because of a pioneering nature of the program for libraries in that State and, in the audit and settlement of the accounts of any certifying or disbursing officer of the United States, full credit shall be given for the amount for which liability is relieved by this proviso. SPECIAL INSTITUTIONS AMERICAN PRINTING HOUSE FOR THE BLIND

For carrying out the Act of March 3, 1879, as amended (20 U.S.C. 101-106), including provision of materials to adults undergoing rehabilitation on the same basis as provided in 1985, $5,400,000. NATIONAL TECHNICAL INSTITUTE FOR THE DEAF

For the National Technical Institute for the Deaf under titles II and IV of the Education of the Deaf Act of 1986 (20 U.S.C. 4301 et seq.), $33,731,000, of which $200,000 shall be for the endowment program as authorized under section 408 and shall be available until expended: Provided, That none of the funds provided herein may be used to subsidize the tuition of foreign students.
