{&) IN GENERAL.—Section 466(b)(3) of the Social Security Act is amended to read as follows: "(3)(A) The wages of an absent parent shall be subject to such withholding, r^ardless of whether support pa3anents by such parent are in arrears, in the case of a support order being enforced under this part that is issued or modified on or after the first day of the 25th month b a n n i n g after the date of the enactment of this paragraph, on the effective date of the order; except that such wages shall not be subject to such withholding under this subparagraph in any case where (i) one of the parties demonstrates, and the court (or administrative process) finds,
