Handicapped Act (20 U.S.a 1419) is amended— (1) in subsection (a)(2)(A)(ii)(II), by inserting "increase in the" alter "multiplied by the estimated"; (2) in subsection (a)(2)(E), by striking "clause (u)(II) of the applicable subparagraph,"; (3) in subsection (b)(2)(A), by striking "$656,000,000, and" and inserting "$656,000,000, or"; (4) in subsection (c)(3)(B)— (A) by striking "the amount available under subsection (a)(2)(A)(ii)(n)" and inserting "the amount of such funds"; and (B) by striking "aggr^ate number of handicapped children" and all that follows through "related services" and inserting "aggr^^te number of such children"; and (5) by adding at the end the following new subsection: "(f) Notwithstanding any other provision of law, unless enacted in express limitation of this subsection, amounts appropriated under this section for fiscal years 1987 and 1988 and received by a State whose allotment for the succeeding fiscal year is adjusted downwards under subsection (a)(2)(E) shall remain available for obligation by such State, and by local educational agencies and intennediate educational units in such State, during the 2 fiscal years succeeding the fiscal year for which such amounts were iqppropriated.'*.
