To amend the Public Health Service Act to establish certain health programs, to revise and extend certain health programs, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE; TABLE OF TITLES.

TITLE I—NATIONAL INSTITUTE ON DEAFNESS AND OTHER COMMUNICATION DISORDERS AND HEALTH RESEARCH EXTENSION ACT OF 1988 S E C 100. SHORT TITLE; REFERENCES.
(a) SHORT TITLE.—This title may be cited as the "National Institute on Deafness and Other Communication Disorders and Health Research Extension Act of 1988". (b) REFERENCES TO PUBLIC HEALTH SERVICE ACT.—Except as otherwise specifioedly provided, any reference made in this title to an amendment or repeal of a section or other provision shall be considered to be made to a section or other provision of the Public Health Service Act (42 U.S.C. 201 et seq.).

Title IV (42 U.S.C. 281 et seq.) is amended— (1) in section 401(b)(l)— (A) by striking "and Communicative" in subparagraph (J); and (B) by adding at the end the following new subparagraph:
