"(D) The head of each executive agency subject to the provisions of subparagraph (C) shall within 10 days of completion furnish such forecasts to— "(i) the Director of the Office of Small and Disadvantaged Business Utilization established pursuant to section 15(k) for such agency; and "(ii) the Administrator. "(E) The information reported pursuant to (D) may be limited to classes of items and services for which there are substantial annual purchases. "(F) Such forecasts shall be available to small business concerns.". SEC. 502. ANNUAL CONTRACTING GOALS.

Section 15(g) of the Small Business Act (15 U.S.C. 644(g)) is amended— (1) by striking out "The head" and inserting in lieu thereof "(2) The head"; (2) by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively, and (3) by adding at the beginning the following new paragraph: "(1) The President shall annually establish Government-wide goals President of U.S. for procurement contracts awarded to small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals. The Government-wide goal for participation by small business concerns shall be established at not less than 20 percent of the total value of all prime contract awards for each fiscal year. The Government-wide goal for participation by small business concerns owned and controlled by socially and economically disadvantaged individuals shall be established at not less than 5 percent of the total value of all prime contract and subcontract awards for each fiscal year. Notwithstanding the Government-wide goal, each agency shall have an annual goal that presents, for that agency, the maximum practicable opportunity for small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals to participate in the performance of contracts let by such agency. The Administration and the Administrator of the Office of Federal Procurement Policy shall, when exercising their authority pursuant to paragraph (2), insure that the cumulative annual prime contract goals for all agencies meet or exceed the annual Government-wide prime contract goal established by the President pursuant to this paragraph.". SEC. 503. PRESIDENTIAL REPORT ON CONTRACTING GOALS.

Section 15(h) of the Small Business Act (15 U.S.C. 644(h)) is amended— (1) by striking out "(h)" and inserting in lieu thereof "(h)(D", (2) by striking out the last sentence of subsection (h)(D, and (3) by adding at the end thereof the following new paragraph: "(2) The Administration shall annually compile and analyze the reports submitted by the individual agencies pursuant to paragraph (1) and shall submit them to the President. The Administration's submission to the President shall include the following: "(A) The Government-wide goals for participation by small business concerns and small business concerns owned and controlled by socially and economically disadvantaged and the performance in attaining such goals.
