SEC. 4203. AUTHORIZATION OF APPROPRIATIONS.

There are authorized to be appropriated $1,500,000 for each of the fiscal years 1989 and 1990, to carry out this title. SEC. 4204. APPLICATIONS AND EFFECTIVE DATES. (a) APPLICATIONS.—The Secretary shall make vessel applications for permits to be issued under section 4102 of this Act publicly available within 60 days after the date of enactment of this Act. (b) EFFECTIVE DATE FOR PERMITS.—Section 4102(a) of this Act is effective 240 days after the date of enactment of this Act. (c) EFFECTIVE DATE FOR HANDUNG PRACTICES.—Section 4103 of this Act takes effect 60 days after the date of enactment of this Act. Approved November 18, 1988.
