(a) IN GENERAL.—Part B of title XIX of the Public Health Service Act (42 U.S.C. 300x et seq.), as amended by section 2038 of this Act, is further amended by adding after section 1921 the following new section: " SERVICE RESEARCH ON COMMUNITY-BASED ALCOHOL AND DRUG ABUSE TREATMENT PROGRAMS

"SEC. 1922. The Secretary, acting through the Director of the National Institute on Alcohol Abuse and Alcoholism and the DirecQj. Qf ^jjg National Institute on Drug Abuse, shall evaluate alcohol and drug abuse treatment programs to determine the quality and appropriateness of various forms of treatment, including the effect of living in housing provided by programs established pursuant to section 1916A. Such programs shall be carried out through grants, contracts, or cooperative agreements provided to public and nonprofit private entities. In carrying out this section, the Secretary shall assess the quality, appropriateness, and costs of various treatment forms for specific patient groups.". (b) REQUIREMENT OP PLAN.—Not later than 6 months after the date of the enactment of the Comprehensive Alcohol Abuse, Drug Abuse, and Mental Health Amendments Act of 1988, the Secretary of Health and Humeui Services shall submit to the Committee on Energy and Commerce of the House of Representatives, and to the Committee on Labor and Human Resources of the Senate, a plan for the program to be established under section 1922 of the Public Health Service Act, as added by subsection (a) of this section. SEC. 2040. SERVICE RESEARCH OF COMMUNITY-BASED MENTAL HEALTH TREATMENT PROGRAMS.

Part B of title XIX of the Public Health Service Act (42 U.S.C. 300x et seq.), as amended by section 2039 of this Act, is further amended by adding after section 1922 the following new section: " SERVICE RESEARCH O N COMMUNITY-BASED MENTAL HEALTH TREATMENT PROGRAMS

"SEC. 1923. (a)(1) The Secretary, acting through the Director of the National Institute of Mental Health, shall develop and maintain an ongoing program of research on community mental health programs and services. Such program shall include an evaluation of— "(A) the most effective methods of providing community-based prevention, treatment, and rehabilitation services for the mentally ill; and "(B) the quality, appropriateness, and costs of different methods of treatment utilized in such programs with respect to diagnoses of mental illness for which such programs provided treatment. "(2) Research and evaluations required in paragraph (1) may be carried out through grants, contracts, or cooperative agreements.
