SEC. 9302. AMERICAN SAMOA.

Grants.

Appropriation authorization.

Section 5004(a) of the United States Insular Areas Drug Abuse Act of 1986 (48 U.S.C. 1494b(a)) is amended— (1) in paragraph (2) by— (A) striking "Secretary o f and inserting in lieu thereof "Secretaries of Education and; (B) inserting ", as appropriate," after "States"; (C) inserting "and, upon request of the Government of American Samoa, shall' after "are authorized to"; (D) inserting "and other personnel" after "officers"; and (E) inserting "or other substance" after "drug"; (2) in paragraph (3) by— (A) striking "$700,000" and inserting in lieu thereof "$350,000 for fiscal year 1989 and annually thereafter for grants to the Government of American Samoa to be expended in accordance with a plan approved by the Secretary of the Interior in consultation with the Attorney General and the Secretaries of Education and Health and Human Services"; and (B) striking "subsection" and inserting in lieu thereof "Act"; and (3) by adding at the end thereof the following: "(4) The Secretary of the Treasury in consultation with the Secretary of the Interior shall provide the Government of American Samoa with a vessel to be used in the enforcement of narcotics and other laws. There are authorized to be appropriated $500,000 for this purpose.". SEC. 9303. GUAM.

Appropriation authorization.

Section 5004(b) of the United States Insular Areas Drug Abuse Act of 1986 (48 U.S.C. 1494b(b)) is amended— (1) in paragraph (1) by— (A) striking "Secretary o f and inserting in lieu thereof "Secretaries of Education and"; (B) inserting "and, upon request of the Government of Guam, shall provide appropriate training," after "may provide"; and (C) inserting "or other substance" after "drug"; (2) in paragraph (2) by striking "$1,000,000" and all that follows through "shall" and inserting in lieu thereof "$500,000 for fiscal year 1989 and annually thereafter for grants to the Government of Guam to be expended in accordance with a plan approved by the Secretary of the Interior in consultation with the Attorney General and the Secretaries of Education and Health and Human Services, to carry out the purposes of this Act, to"; and (3) by adding at the end thereof the following: "(3) There are authorized to be appropriated to the Government of Guam $500,000 for grants to be expended in accordance with a plan
