(1) the cause or causes of the epidemic; (2) the effect of the epidemic on coastal and offshore populations of Atlantic bottle-nosed dolphin; (3) the extent to which pollution may have contributed to the epidemic; (4) whether other species and populations of marine mammals were affected by those factors which contributed to the epidemic; and (5) any other matters pertaining to the causes and effects of the epidemic. (b) On or before January 1, 1989, the Secretary shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Merchant Marine and Fisheries of the House of Representatives a plan for conducting the study required in subsection (a). AMENDMENTS TO F I S H E R M E N ' S PROTECTIVE ACT OF 1967

SEC. 8. Section 8(h)(4) of the Fishermen*s Protective Act of 1967 (22 U.S.C. 1978(h)(4)) is amended to read as follows: "(4) The term "fish products" means any aquatic species (including marine mammals and plants) and all products thereof exported from an offending country, whether or not taken by fishing vessels of such country, or packed, processed, or otherwise prepared for export in such country or within the jurisdiction thereof." Appropriation authorization.

SEC. 9. Section 206(e)(l) of the Fur Seal Act of 1966 (16 U.S.C. 1166(e)(l)) is amended by adding at the end the following new sentence: "In addition, there are authorized to be appropriated to the Secretary $3,200,000 for fiscal year 1989 and $1,800,000 for fiscal year 1990 to be used for the purpose of funding the Saint Paul Island Trust, as established pursuant to subsection (a)(1) of this section, and $3,700,000 for fiscal year 1990 to be used for the purpose of funding the Saint George Trust, as established pursuant to subsection (a)(l).".
