entered into pursueint to this title, such organization shall submit to the Secretary a quarterly report including— "(1) in the case of a contract under section 503, information gathered pursuant to clauses (10) and (11) of subsection (a) of such section; "(2) information on activities conducted by the organization pursuant to the contract; "(3) an accounting of the amounts and purposes for which Federal funds were expended; and "(4) such other information as the Secretary may request. "(b) The reports and records of the urban Indian organization with respect to a contract under this title shall be subject to audit by the Secretary and the Comptroller General of the United States. "(c) The Secretary shall allow as a cost of any contract entered into under section 503 the cost of an annual private audit conducted by a certified public accountant. "SEC. 601. (a) In order to more effectively and efficiently carry out the responsibilities, authorities, and functions of the United States to provide health care services to Indians and Indian tribes, as are or may be hereafter provided by Federal statute or treaties, there is established within the Public Health Service of the Department of Health and Human Services the Indian Health Service. The Indian Health Service shall be administered by a Director, who shall be appointed by the Secretary. The Director of the Indian Health Service shall report to the Secretary through the Assistant Secretary for Health of the Department of Health and Human Services. "(b) The Indian Health Service shall be an agency within the Public Health Service of the Department of Health and Human Services, and shall not be an office, component, or unit of any other agency of the Department.
