103 STAT. 554 PUBLIC LAW 101-74—AUG. 9, 1989 Public Law 101-74 101st Congress Joint Resolution To approve the designation of the Cordell Bank National Marine Sanctuary, to Aug. 9, 1989 disapprove a term of that designation, to prohibit the exploration for, or the [H.J. Res. 281] development or production of, oil, gas, or minerals in any area of that sanctuary, and for other ourposes. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled. That the Congress ap- proves the national marine sanctuary designation entitled "Designa- tion Document for Cordell Bank National Marine Sanctuary" that was submitted to Congress by the Secretary of Commerce on May 24, 1989, but disapproves the following terms of such designation: Des- ignation of hydrocarbon (oil and gas) activities as activities which may be regulated within the Sanctuary and adjacent waters under article 4, section I.e. of the final designation document for the Sanctuary. SEC. 2. PROHIBITION OF EXPLORATION, DEVELOPMENT, OR PRODUC- TION OF OIL, NATURAL GAS, OR MINERALS IN SANCTUARY. (a) PROHIBITION.— Notwithstanding any other provision of law, the exploration for, or the development or production of, oil, gas, or minerals in any area of the Cordell Bank National Marine Sanc- tuary established by the designation referred to in the first section is prohibited. (b) ISSUANCE OF REGULATIONS. —Not later than 120 days after the date on which this joint resolution becomes law, the Secretary of Commerce shall revise the regulations issued by the Secretary governing prohibited activities in the Cordell Bank National Marine Sanctuary (15 CFR 942.6) to implement the prohibition established by subsection (a).
