PUBLIC LAW 101-121—OCT. 23, 1989 103 STAT. 709 lUJNOIS AND MICHIGAN CANAL NATIONAL HERITAGE CORRIDOR COMMISSION For operation of the Illinois and Michigan Canal National Herit- age Corridor Commission, $250,000. ADMINISTRATIVE PROVISIONS Appropriations for the National Park Service shall be available for the purchase of not to exceed 386 passenger motor vehicles, of which 332 shall be for replacement only, including not to exceed 285 for police-type use, 17 buses, and 5 ambulances; to provide, notwith- standing any other provision of law, at a cost not exceeding $100,000, transportation for children in nearby communities to and from any unit of the National Park System used in connection with organized recreation and interpretive programs of the National Park Service; options for the purchase of land at not to exceed $1 for each option; and for the procurement and delivery of medical services within the jurisdiction of units of the National Park System: Provided, That any no year funds available to the National Park Service may be used, with the approval of the Secretary, to maintain law and order , in emergency and other unforeseen law enforcement situations and conduct emergency search and rescue operations in the National Park System: Provided further, That none of the funds appropriated to the National Park Service may be used to process any grant or contract documents which do not include the text of 18 U.S.C. 1913: Provided further, That none of the funds appropriated to the Na- tional Park Service may be used to add industrial facilities to the list of National Historic Landmarks without the consent of the owner: Provided further. That the National Park Service may use helicopters and motorized equipment at Death Valley National Monument for removal of feral burros and horses: Provided further. That notwithstanding any other provision of law, the National Park Service may recover unbudgeted costs of providing necessary serv- ices associated with special use permits, such reimbursements to be credited to the appropriation current at that time: Provided further. Reports. That none of the funds appropriated to the National Park Service may be used to implement an agreement for the redevelopment of the southern end of Ellis Island until such agreement has been submitted to the Congress and shall not be implemented prior to the expiration of 30 calendar days (not including any day in which either House of Congress is not in session because of adjournment of more than three calendar days to a day certain) from the receipt by the Speaker of the House of Representatives and the President of the Senate of a full and comprehensive report on the development of the southern end of Ellis Island, including the facts and cir- cumstances relied upon in support of the proposed project.
