OILSPILL EMERGENCY FUND Funds made available under this head by the "Dire Emergency Supplemental Appropriations and Transfers, Urgent Supplementals, and Correcting Enrollment Errors Act of 1989" shall be available up to a limit equivalent to the amount of funds appro- priated by said Act for contingency planning, response, and natural resource damage assessment activities related to any discharge of oil in waters of the United States upon a determination by the Sec- retary of the Interior that such funds are necessary for the protec- tion or restoration of natural resources under his jurisdiction.
