GOVERNMENT NATIONAL MORTGAGE ASSOCIATION GUARANTEES OF MORTGAGE-BACKED SECURITIES During fiscal year 1990, new commitments to issue guarantees to carry out the purposes of section 306 of the National Housing Act, as amended (12 U.S.C. 1721g), shall not exceed $83,000,000,000 of loan principal. HOMELESS ASSISTANCE EMERGENCY SHELTER GRANTS PROGRAM For the emergency shelter grants program, as authorized under subtitle B of title IV of the Stewart B. McKinney Homeless Assist- ance Act (Public Law 100-77), as amended, $75,000,000, to remain available until expended. TRANSITIONAL AND SUPPORTIVE HOUSING DEMONSTRATION PROGRAM For the transitional and supportive housing demonstration pro- gram, as authorized under subtitle C of title IV of the Stewart B. McKinney Homeless Assistance Act (Public Law 100-77), as amended, $130,000,000, to remain available until expended. SUPPLEMENTAL ASSISTANCE FOR FACILITIES TO ASSIST THE HOMELESS For grants for supplemental assistance for facilities to assist the homeless as authorized under subtitle D of title IV of the Stewart B. McKinney Homeless Assistance Act (Public Law 100-77), as amended, $11,000,000, to remain available until expended. SECTION 8 MODERATE REHABILITATION SINGLE ROOM OCCUPANCY For assistance under the United States Housing Act of 1937, as amended (42 U.S.C. 14370, for the section 8 moderate rehabilitation program, to be used to assist homeless individuals pursuant to section 441 of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11401), $75,000,000, to remam available until expended. COMMUNITY PLANNING AND DEVELOPMENT COMMUNITY DEVELOPMENT GRANTS (INCLUDING TRANSFER OF FUNDS) For grants to States and units of general local government and for related expenses, not otherwise provided for, necessary for carrying out a community development grants program as authorized by title I of the Housing and Community Development Act of 1974, as amended (42 U.S.C. 5301), $3,000,000,000, to remain available until September 30, 1992, of which $50,000,000 shall be derived by trans-
