(a) Defense articles, services and training drawn down under the authority of section 506(a) of the Foreign Assistance Act of 1961, shall not be furnished to a recipient unless such articles are delivered to, and such services and training initiated for, the recipi- ent country or international organization not more than one hun- dred and twenty days from the date on which Congress received notification of the intention to exercise the authority of that section: Provided, That if defense articles have not been delivered or services and training initiated by the period specified in this section, a new notification pursuant to section 5060)) of such Act shall be provided, which shall include an explanation for the delay in furnishing such articles, services, and training, before such articles, services, or training may be furnished. 22 USC 2318. (b) Section 506(a) of the Foreign Assistance Act of 1961 is amended by- (1) inserting "(1)" after "(a)"; (2) striking "(1)" and "(2)" and inserting in lieu thereof "(A)" and "(B)", respectively; and (3) inserting the following new paragraph: "(2)(A) If the President determines and reports to the Con- gress in accordance with section 652 of this Act that it is in the national interest of the United States to draw down defense articles from the stocks of the Department of Defense, defense services of the Department of Defense, and military education and training, he may direct— "(i) the drawdown of such articles, services, and the provision of such training for the purposes and under the authorities of chapters 8 and 9 of part I, as the case may be; and "(ii) the drawdown of defense services for the purposes and under the authorities of the Migration and Refugee Assistance Act of 1962. "(B) An aggregate value of not to exceed $75,000,000 in any fiscal year of defense articles, defense services, and military education and training may be provided pursuant to subpara- graph (A) of this paragraph.", (c) Drawdowns made pursuant to section 506(a)(2) of the Foreign Assistance Act of 1961 shall be subject to the regular notification procedures of the Committees on Appropriations. NOTIFICATION ON EXCESS DEFENSE EQUIPMENT SEC. 552. Prior to providing excess Department of Defense articles in accordance with section 516(a) of the Foreign Assistance Act of 1961, the Department of Defense shall notify the Committees on Appropriations to the same extent and under the same conditions as are other committees pursuant to subsection (c) of that section: Provided, That such Committees shall also be informed of the original acquisition cost of such defense articles. AUTHORIZATION REQUIREMENT SEC. 553. Funds appropriated by this Act may be obligated and expended notwithstanding section 10 of Public Law 91-672 and section 15 of the State Department Basic Authorities Act of 1956: Provided, That of the funds appropriated by this Act for the "Eco-
