(2) In addition to the members of the Task Force appointed pursuant to paragraph (1), the United States Attorney or a designee of the United States Attorney shall be a member of the Task Force. (3) The Director or the designee of the Director shall act as chairman of the Task Force and provide such clerical support as the Task Force requires. (c) REPORT.—Not later than 1 year after the date of enactment of this Act the Task Force shall submit a report to Congress making findings and recommendations for legislative or other action, and including a specific plan detailing how the District will provide for the care of abandoned or otherwise abused infants for whom foster homes have not been found within 6 months of birth; and a time- table for implementing its recommendations. (d) TERMINATION.— The Task Force shall terminate on submission of its report in accordance with subsection (c). SEC. 141. (a) This section may be cited as the "Nation's Capital Religious Liberty and Academic Freedom Act". (b) Section 1-2520 of the District of Columbia Code (1981 edition) is amended by adding after subsection (2) the following new subsection: "(3) Notwithstanding any other provision of the laws of the District of Columbia, it shall not be an unlawful discriminatory practice in the District of Columbia for any educational institu- tion that is affiliated with a religious organization or closely associated with the tenets of a religious organization to deny, restrict, abridge, or condition— "(A) the use of any fund, service, facility, or benefit; or "(B) the granting of any endorsement, approval, or recognition, to any person or persons that are organized for, or engaged in, promoting, encouraging, or condoning any homosexual act, life- style, orientation, or belief.". This Act may be cited as the "District of Columbia Appropriations Act, 1990". Approved November 21, 1989.
