END STRENGTHS FOR ACTIVE FORCES (a) FISCAL YEAR 1990.— The Armed Forces are authorized strengths for active duty personnel as of September 30, 1990, as follows: (1) The Army, 764,021, of which not more than 106,001 may be f: officers. (2) The Navy, 591,541, of which not more than 72,493 may be officers. (3) The Marine Corps, 197,159, of which not more than 20,110 may be officers. (4) The Air Force, 567,474, of which not more thaif 102,200 may be officers. Oa) FISCAL YEAR 1991.— The Armed Forces are authorized strengths for active duty personnel as of September 30, 1991, as follows: (1) The Army, 763,721, of which not more than 105,675 may be officers. (2) The Navy, 591,541, of which not more than 72,313 may be -' officers. (3) The Marine Corps, 197,159, of which not more than 20,108 may be officers. (4) The Air Force, 562,415, of which not more than 102,069 may be officers. SEC. 402. REDUCTION FOR FISCAL YEAR 1991 IN NUMBER OF AIR FORCE 10 USC 523 COLONELS note- The number of officers that O^ut for this section) would be au- thorized under section 523 of title 10, United States Code, and other applicable provisions of law to be serving on active duty in the Air Force in the grade of colonel during fiscal year 1991 is hereby reduced by 250. SEC. 403. TEMPORARY INCREASE IN OFFICER GRADE LIMITATIONS (a) AUTHORFTY To INCREASE NUMBERS FOR FiSCAL YEARS 1990 AND 10 USC 523 1991.— The Secretary of Defense may increase the strength-in-grade "°*e- limitations specified in section 523(a) of title 10, United States Code, by a total of 250 positions, to be distributed among grades and services as the Secretary considers appropriate. Any increase pursu- ant to the preceding sentence in an otherwise applicable limitation shall expire, as specified by the Secretary, not later than Septem- ber 30, 1991. (b) REPORT ON GRADE TABLE RESTRICTIONS.— The Secretary of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives a comprehensive report on the adequacy of the strength-in-grade limitations prescribed in section 523(a) of title 10, United States Code. The report shall particularly address how those limitations affect the ability of the Department of Defense to recruit and retain nurses and other health professionals for service on active duty. The report shall include such rec- ommendations as the Secretary considers appropriate and shall be submitted not later than March 1, 1990.
