(b) USE OP NATIONAL DEFENSE STOCKPILE TRANSACTION FUND.— Section 9(b)(2) of such Act (50 U.S.C. 98h(b)(2)) is amended by adding at the end the following new subparagraph: "(F) Activities authorized under section 15.". SEC. 3313. NATIONAL DEFENSE STOCKPILE MANAGER (a) REDESIGNATION AND TRANSFER OP SECTION.— Section 6A of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98e-l) is— (1) transferred to appear after section 15 of such Act (as added by section 3312); and (2) redesignated as section 16. (b) AUTHORITY OP THE PRESIDENT. — Such section (as redesignated and transferred) is amended— (1) by striking out "sections 7, 8, and 13" each place it appears and inserting in lieu thereof "sections 7 and 13"; (2) by adding at the end of subsection (c) the following new sentence: "The President may not delegate functions of the President under sections 7 and 13."; and (3) by striking out "section 60t)) or 6(d)" in subsection (d) and inserting in lieu thereof "section 6(a)(6)". SEC. 3314. AUTHORITY TO DISPOSE OF MATERIALS IN THE STOCKPILE FOR INTERNATIONAL CONSUMPTION Section 6 of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98e) is amended— (1) in subsection (b)— , (A) by striking out paragraph (3); (B) by inserting "and" at the end of paragraph (1); and (C) by striking out "; and" at the end of paragraph (2) and inserting in lieu thereof a period; and (2) by striking out "paragraph (1), (2), or (3)" in subsection (d) and inserting in lieu thereof "paragraph (1) or (2)". SEC. 3315. INFORMATION INCLUDED IN REPORTS TO CONGRESS Section ll(a)(5) of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98h-2(a)(5)) is amended by striking out "made from the fund" and inserting in lieu thereof "made to the fund, and obligations to be made from the fund,". AUTHORIZATION OF APPROPRIATIONS There is hereby authorized to be appropriated $151,535,000 for fiscal year 1990 for the purpose of carrying out the Federal Civil Defense Act of 1950 (50 U.S.C.
