PUBLIC LAW 101-235—DEC. 15, 1989 103 STAT. 1999 (2) by striking the period at the end of paragraph (5) and inserting a semicolon; (3) by redesignating paragraphs (2) and (5) (as amended) as paragraphs (1) and (2), respectively; and (4) by inserting after paragraph (2) (as so redesignated) the following new paragraph: "(3) to historically Black collies; and"; and (5) in paragraph (4)— (A) by striking and" after the third semicolon and all that follows through "and" after the fourth semicolon; and (B) by striking "and" at the end and inserting the follow- ing: "for purposes of this paragraph the term 'technical assistance means the facilitating of skills and knowledge in planning, developing, and administering activities under this title in entities that may need but do not possess such skills and knowledge, and includes assessing programs and activities under tins title; except that any recipient of a grant under this paragraph that provides technical assist- ance pursuant to this paragraph shall provide for the notification of the availability of such assistance and shall have specific criteria for selection of recipients of such assistance that are published and publicly available.". (c) FUNDING CRITERIA.— Section 107 of the Housing and Commu- nity Development Act of 1974 is amended by adding at the end the following new subsection: "(f) Any grant made under this section shall be made pursuant to criteria for selection of recipients of such grants that the Secretary shall by r^ulation establish and which the Secretary shall publish together with any notification of availability of amounts under this section.". (d) APFUCABIUTy. — (1) IN GEMBRAL.—Except as provided in this paragraph and paragraph (2), the amendments made by this section shall apply with respect to any grants made under section 107 of the Housing and Community Development Act of 1974 on or after the date of the enactment of this Act, except a grant made under the third sentence of section 107(a) of Housing and Community Development Act of 1974, as such sentence existed immediately before such date, and grants for specific activities (referred to in House Report Number 101-297) pursuant to the amount appropriated for use under section 107 by the enact- ment of the bill, H.R 2916, of the One Hundred First Congress. (2) PRIOR GRANTS.— Any grant made under section 107 of the Housing and Community Development Act of 1974 before the date of the enactment of this Act or pursuant to a grant award notification made before such date shall be governed by the provisions of sudi section as it existed immediately before the date of the enactment of this Act (e) CONFORMING AMENDMENT.— l lie section heading of section 107 of the Housing and Community Development Act of 1974 is amended to read as follows: Schools and colleges. 42 USC 5307.
