(a) PLANTING OF SOYBEANS, SUNFLOWERS, AND SAFFLOWERS ON PERMTITED ACREAGE. —Effective only for the 1990 crops, subsection (e) of section 504 of the Agricultural Act of 1949 (7 U.S.C. 1464(e)) is amended to read as follows: "(e)Notwithstandinganyotherprovisionof this Act—
