103 STAT. 2536 CONCURRENT RESOLUTIONS—MAR. 16, 1989 (9) urges the President and the Secretary of State to impress upon the SPLA its special responsibility to permit the flow of . ^ international relief to civilians in government-controlled south- ern cities and towns, the imperative for the SPLA to facilitate assistance to noncombatante in SPLA-controlIed areas and, finally, the importance for the SPLA to negotiate independently with the Government of Sudan for a national peace accord. SEC. 2. The Secretary of the Senate shall transmit a copy of this concurrent resolution to the President and the Secretary of State. Agreed to March 14, 1989. Mar. 16.1989 ADJOURNMENT—SENATE AND HOUSE OF [S. Con. Res. 23] REPRESENTATIVES Resolved by the Senate (the House of Representatives concurring). That when the Senate recesses or ad[joums at the close of business on Friday, March 17, 1989, it stand recessed or adjourned until 2:15 post meridiem on Tuesday, April 4, 1989, or until 12 o'clock merid- ian on the second day after Members are notified to reassemble pursuant to section 2 of this resolution; and that when the House adjourns on Thursday, March 23, 1989, or on Friday, March 24, 1989, pursuant to a motion made by the Majority Leader, or his designee, in accordance with this resolution, it stand adjourned until 12:00 o'clock meridian on Monday, April 3, 1989, or until 12 o'clock meridian on the second day after Members are notified to reassem- ble pursuant to section 2 of this resolution. SEC. 2. The Majority Leader of the Senate and the Speaker of the House, acting jointly after consultation with the Minority Leader of the Senate and the Minority Leader of the House, shall notify the Members of the Senate and the House, respectively, to reassemble whenever, in their opinion, the public interest shall warrant it. That effective for the One Hundred First Congress, the Chairman of the Committee on Rules and Administration of the Senate may designate another member of the Committee to serve on the Joint Committee of the Congress on the Library in place of the Chairman.
