FUNDING OF HEALTH BENEFIT PREMIUMS FOR SURVIVORS OF ^ EMPLOYEES AND FORMER EMPLOYEES OF THE POSTAL SERVICE. (a) GENERALLY.— Section 8906(g)(2) of title 5, United States Code, is amended by inserting "or for a survivor of such an individual or of an individual who died on or after October 1, 1986, while employed by the United States Postal Service," after "1986,". (b) EFFECTIVE DATE. —The amendment made by subsection (a) 5 USC 8906 note. shall take effect on October 1, 1989, and shall apply with respect to amounts payable for periods beginning on or after that date. SEC. 4004. POSTAL SERVICE PAYMENTS TO THE EMPLOYEES'COMPENSA- TION FUND. (a) AMENDMENT. —Section 2003 of title 39, United States Code, is amended by adding at the end the following: "(g) Notwithstanding any provision of section 8147 of title 5, , whenever the Secretary of Labor furnishes a statement to the Postal Service indicating an amount due from the Postal Service under subsection (b) of that section, the Postal Service shall make the deposit required pursuant to that statement (and any additional payment under subsection (c) of that section, to the extent that it relates to the period covered by such statement) not later than 30 days after the date on which such statement is so furnished. Any deposit (and any additional payment) which is subject to the preced- ing sentence shall, once made, remain available without fiscal year limitation.". (b) EFFECTIVE DATE.—The amendment made by subsection (a) 39 USC 2003 shall take effect on October 1, 1989. note. SEC. 4005. PARTIAL DEFERRED PAYMENT OF LUMP-SUM CREDIT FOR 5 USC 8343a CERTAIN INDIVIDUALS ELECTING ALTERNATIVE FORMS OF note. ANNUITIES. (a) IN GENERAL.—Notwithstanding any other provision of law, and except as provided in subsection (c), any lump-sum credit payable to an employee or Member pursuant to the election of an alternative form of annuity by such employee or Member under section 8343a or section 8420a of title 5, United States Code, shall be paid in accord- £ince with the schedule, under subsection (b) (instead of the schedule which would otherwise apply), if the commencement date of the annuity payable to such employee or Member occurs after December 2, 1989, and before October 1, 1990. (b) SCHEDULE OF PAYMENTS.—The schedule of payment of any lump-sum credit subject to this section is as follows: (1) 50 percent of the lump-sum credit shall be payable on the date on which, but for the enactment of this section, the full amount of the lump-sum credit would otherwise be payable. (2) The remainder of the lump-sum credit shall be payable on the date which occurs 12 months after the date described in paragraph (1). An amount payable in accordance with paragraph (2) shall be payable with interest, computed using the rate under section 8334(e)(3) of title 5, United States Code.
