PUBLIC LAW 101-510—NOV. 5, 1990 104 STAT. 1583 (2) The term "category of medical personnel" means— (A) each corps referred to in subparagraphs (A) and (C) of section 115a(g)(2) of such title (as added by section 1483); (B) each designation referred to in subparagraph (B) of such section; (C) the enlisted personnel referred to in subparagraph (D) of such section; and (D) other medical personnel designated as medical personnel by the Secretary pursuant to subparagraph (E) of such section, if any. SEC. 712. INCREASE IN ANNUAL DEDUCTIBLES UNDER CHAMPUS FOR CERTAIN COVERED BENEFICIARIES (a) DEPENDENTS COVERED BY SECTION 1079.—(1) Subsection 0)X2) of section 1079 of title 10, United States Code, is amended— (A) by striking out "$50" and inserting in lieu thereof "$150"; and (B) by adding at the end the following new sentence: "Notwithstanding the preceding sentence, in the case of a dependent of an enlisted member in a pay grade below E-5, the initial deductible each fiscal year under this paragraph shall be limited to$50.". (2) Subsection (b)(3) of such section is amended by striking out "$100" and inserting in lieu thereof "$300 (or in the case of the family group of an enlisted member in a pay grade below E-5, the first $100)". Ob) OTHER COVERED BENEFICIARIES. — K1) Subsection (b)(1) of section 1086 of such title is amended by striking out "$50" and inserting in lieu thereof "$150". (2) Subsection (b)(2) of such section is gmiended by striking out "$100" and inserting in lieu thereof "$300". (c) APPLICATION OF AMENDMENTS.— The amendments made by this 10 USC 1079 section shall apply with respect to health care provided under "°^- sections 1079 and 1086 of title 10, United States Code, on or after April 1, 1991. SEC. 713. COLLECTION FROM THIRD-PARTY PAYERS OF REASONABLE COSTS OF HEALTH CARE SERVICES INCURRED ON BEHALF OF RETIRED PERSONS AND DEPENDENTS (a) COLLECTION FOR OUTPATIENT CARE. —(1) Subsections (a)(D, (a)(2), (c), (f), and (g) of section 1095 of title 10, United States Code, are each amended by striking out "inpatient hospital care" and inserting in lieu thereof "health care services". (b) COMPUTATION OF REASONABLE COSTS.—Subsection (f) of such section is further amended— (1) by striking out "or" at the end of paragraph (1); (2) by redesignating paragraph (2) as paragraph (4); and (3) by inserting after paragraph (1) the following new paragraphs: "(2) all-inclusive per visit rates; "(3) diagnosis-related groups; or". (c) ADDITIONAL THIRD-PARTY PAYERS. —Such section is further amended by striking out subsection (h) and inserting in lieu thereof the following new subsections: "(h) In this section: "(1) The term 'third-party payer' means an entity that provides an insurance, medical service, or health plan by contract
