(a) Except as provided in section 581 of the-Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990, the United States may not sell or otherwise make available any Stingers to any country bordering the Persian Gulf under the Arms Export C!ontrol Act or chapter 2 of part II of the Foreign Assistance Act of 1961. db) Section 566(d) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1989, is hereby repealed. 102 Stat. 2268-42. PROHIBITION ON LEVERAGING AND DIVERSION OF UNITED STATES ASSISTANCE SEC. 569. (a) None of the funds appropriated by this Act may be provided to any foreign government (including any instrumentality or agency thereof), foreign person, or United States person in exchange for that foreign government or person undertaking any action which is, if carried out by the United States Government, a United States officigd or employee, expressly prohibited by a provision of United States law. (b) For the purposes of this section the term "funds appropriated by this Act" includes only (1) assistance of any kind under the Foreign Assistance Act of 1961; and (2) credits, and guaranties under the Arms Export C!ontrpl Act. (c) Nothing in this section shall be construed to limit— (1) the ability of the President, the Vice President, or any official or employee of the United States to make statements or otherwise express their views to any party on any subject; (2) the ability of an official or employee of the United States to express the policies of the President; or (3) the ability of an official or employee of the United States to communicate with any foreign country government, group or individual, either directly or through a third party, with respect to the prohibitions of this section including the reasons for such prohibitions, and the actions, terms, or conditions which might lead to the removal of the prohibitions of this section. APPROPRIATIONS OF EXCESS CURRENCIES SEC. 570. The provisions of section 1306 of title 31, United States 31 USC 1306 Code, shall not be waived to carry out the provisions of the Foreign "°*®- Assistance Act of 1961 by any provision of law enacted after the date of enactment of this Act unless such provision makes specific ref- erence to this section. DEBT-FOR-DEVELOPMENT SEC. 571. In order to enhance the continued participation of investments. nongovernmental organizations in economic assistance activities under the Foreign Assistance Act of 1961, including debt-for-development and debt-for-nature exchanges, a nongovernmental organization may invest local currencies which accrue to that organization as a result of economic assistance provided under the heading "Agency for International Development" and any interest earned on such investment may be used, including for the establishment of an endowment, for the purpose for which the assistance was provided to that organization.
