(b) CONFORMING AMENDMENTS. —Section 103(h) of such Act is 7 USC 1444. amended— (1) in paragraph (3)(A)— (A) by striking "paragraph (6) or paragraph (8)(A) of this subsection" and inserting paragraph (5)(A)'; and (B) by striking "paragraph (7) of this subsection" and inserting "paragraph (4); (2) in paragraph (3)(C), by striking "paragraph (8)(A) of this subsection" and inserting "paragraph (5)(A)"; (3) in paragraph (5)(A)(i) (as redesignated by subsection (a)(2)), by striking the next to last sentence; (4) in paragraph (5)(A)(ii) (as redesignated by subsection (a)(2)), by striking "paragraph (16XC)" and inserting "paragraph (13XC)"; and (5) in paragraph (6) (as redesignated by subsection (a)(2)), by striking "paragraph (8) of this subsection ' and inserting "paragraph (5)". SEC. 507. COTTONSEED AND COTTONSEED OIL PRICE SUPPORT. Section 203 of the Agricultural Act of 1949 (7 U.S.C. 1446d) is amended to read as follows: "SEC. 203. COTTONSEED AND COTTONSEED OIL PRICE SUPPORT. "(a) IN GENERAL. —I f the Secretary determines that any oilseed program or programs cause, or are likely to cause, a reduction in prices received by producers for cottonseed or by processors for cottonseed oil, the Secretary shall take such actions as are necessary to offset the actual or anticipated impact of the program on prices for cottonseed or cottonseed oil. The actions shall only include actions to stabilize or increase the price of cottonseed, and shall not include actions to decrease the prices of other oilseeds. "(b) CROPS.—Notwithstanding any other provision of law, this section shall be effective only for the 1991 through 1995 crops of upland cotton.". SEC. 508. SECURITY INTERESTS. Records. (a) IN GENERAL.— Section 17 of the United States Warehouse Act (7 U.S.C. 259) is amended by adding at the end the following new subsections: "(c)(l)(A) The Secretary of Agriculture, or the designated representative of the Secretary, may provide that in lieu of issuing a
